    This is the second consultation paper published for our operational review of Part 6 of the Code.

    Part 6 relates to the connection of distributed generation (DG). The first consultation paper proposed:

    • a new, streamlined notification process for connecting standards-compliant small-scale distributed generation (SSDG) to local networks (Part 1A of Schedule 6.1)
    • a range of technical and operational Code amendments throughout Part 6, aimed at clarifying the drafting of Part 6 and addressing a number of other concerns.

    After consideration of the submissions received on the first consultation paper, we have revised a small number of the proposals. In particular, we now propose:

    • a revised proposal for Part 1A of Schedule 6.1 that requires the approval of the distributor prior to connection but significantly shortens the window in which the distributor may consider the application
    • revised drafting to other Part 6 clauses.

    We now seek submissions on a small number of questions relating to these revised proposals.

    Operational review of Part 6

    Part 6 of the Code deals with the connection of distributed generation (DG) to distribution networks. The matters covered in Part 6 were previously set out in the Electricity Governance (Connection of Distributed Generation) Regulations 2007.

    The consultation paper has three main elements:

    • A consultation on proposed changes to Part 6, with associated changes to Parts 1 and 17. The key proposal within this section proposes that a simpler notification process be created for connection of DG that meets certain criteria.
    • A discussion on issues relating to the connection of DG.
    • A response to submissions received during the pre-consultation on connection of DG.

    Pre-consultation: Connection of distributed generation

    The purpose of this pre-consultation is to provide an opportunity for stakeholders to inform us of any options or issues they believe should be included in formal consultation later in 2011. It is hoped that by providing an opportunity for input now, the number of formal consultations can be minimised.

    The general purpose of Part 6 of the Code is to "enable connection of distributed generation if connection is consistent with connection and operation standards".

    We are reviewing Part 6 because it is aware of some specific issues, and for reasons of general good regulatory practice.

    Part 6 of the Code replaced the Electricity Governance (Connection of distributed generation) Regulations 2007, effective 1/11/10. This is the first review of either the Regulations or Part 6.

    NOTE: Following requests from participants, we have decided to extend the deadline for submissions until 5:00pm on Friday 11 November 2011.
