Issues Paper: Updating the Regulatory Settings for Distribution Networks (December 2022)

The Authority is seeking views and feedback on how the regulatory settings can support distribution networks with the uptake of non-network solutions (NNS) and flexibility services. Non-network solutions such as demand management and distributed energy resources can both unlock new possibilities in reducing peak demand and help to save on future grid and network investment.
Please provide feedback via submission before 5pm 28 February 2023.

Summary of submissions on the Updating the Regulatory Settings for Distribution Networks discussion paper
In late July the Authority published the discussion paper Updating the Regulatory Settings for Distributions Networks: Improving competition and supporting a low emissions economy.
The discussion paper presented an overview of potential issues affecting the sector and potential updates to the regulatory settings that could better support competition and the transition to a low emissions economy.
Submissions closed in late September and the Authority received a total of 51 submissions from a wide range of stakeholders. We would like to thank everyone for their feedback.
The Authority has now published a summary of the submissions and the submissions.
Our next step is to shape a forward work programme to identify the priority areas. This will involve undertaking follow-up engagements with submitters where clarification and further information is required for a more complete understanding of the issues and possible options to address the issues.
We will publish a second consultation paper early next year that presents the Authority’s view on the issues, the work programme to take these issues forward, and recommended options that can address some of the issues.
