Loss Factor Methodologies

Loss factors are determined by distributors so that the reconciliation process can account for the existence of technical losses (arising from inevitable physical loss of electricity in networks) and non-technical losses (arising from theft, metering errors and data handling errors). To determine loss factors, distributors need to adopt a methodology to determine and allocate losses arising on their networks.
The Electricity Authority presents two proposals in this consultation paper.
- The first is a proposal to publish and monitor the updated ‘Guidelines on the calculation and the use of loss factors’. We are grateful to the members of the Loss Factor Review Panel for their efforts in producing these updated Guidelines.
- The second is a proposal to amend the definition of ‘losses’, the use of ‘losses’ and the use of related definitions in the Electricity Industry Participation Code 2010.
