    In April 2019, we released a consultation paper that proposed steps to make it easier for consumers to share their historical consumption data with organisations they trust. In return, customers will benefit from products and services tailored to better meet their needs and wants. This is part of our Additional Consumer Choice of Electricity Services (ACCES) project, which seeks to enable greater consumer uptake of electricity services.

    The consultation paper proposed three measures:

    1. amend the Electricity Industry Participation Code 2010 to set out the information required for an agent authorisation to be valid and restrict retailers from mandating the form an authority must take or the inclusion of non-mandatory information
    2. develop an automated programming interface (API) for an agent to communicate to a retailer that they have a customers’ authorisation to access that customer’s historical consumption data
    3. alter the Authority’s existing ICP connection data API to include new data fields.

    Submissions to the consultation paper closed on 11 June 2019. They are published on the web site.  A summary of these submissions has now been published.

    ACCES Quick Wins technical consultation paper

    In April 2019, the Authority consulted on initiatives to make it easier for consumers to share their consumption data with organisations they trust.

    We have released a technical consultation paper seeking feedback on alterations to the proposed drafting of clause 11.32E of the Code, and proposed changes to EIEPs 13C, 13A and 13B.

    These changes result from our consideration of stakeholder submissions and do not alter the policy intent or regulatory statements of the April 2019 ACCES Quick Wins proposal. 

    The Authority’s proposal aligns with the Government’s response to the Electricity Price Review, in particular the recommendations to increase retail competition.

    Submissions are welcome and are due by Tuesday, 19 November 2019.

    The electricity sector is changing and providing consumers with the ability to take a more active role in how and when they use electricity.

    We have identified potential barriers that may limit consumers’ ability to use electricity or electricity services provided by more than one party at the same time, at the same location (multiple trading relationships). Our consultation paper discusses these potential barriers.

    We are seeking views on the size of the potential barriers identified and whether removing these barriers might create a net long-term benefit to consumers by improving competition in, reliable supply by and efficient operation of the electricity sector.

    The consultation period is 13 weeks. Submissions close at 5 pm on Tuesday, 27 February 2018.
