Within-island basis risk: proposed approach

We are proposing to add a multi-point FTR in order to help participants manage their within-island basis risk. In particular, we have identified that it may be most difficult for participants to reduce their exposure to WIBR in the lower North Island using existing mechanisms. As a first step we propose to add a new FTR node at Haywards.
Our statistical analysis suggests that, after Haywards, it might be preferable to add new FTR nodes at Invercargill, Kawerau, Wairakei, Stratford, and perhaps follow with Islington and Gisborne. More points could be added later if required.
We seeks feedback on our provisional views on how new FTRs should be designed, if the decision is to proceed with the multi-point FTR, including how many new FTR points should be added, and where.
