Review of instantaneous reserve (IR) markets

The current under-frequency standards are achieved through a combination of mandated generator and HVDC owner asset owner performance obligations (AOPO's), procurement of instantaneous reserves (IR) and mandated automatic under-frequency load shedding (AUFLS) obligations. Each component will be reviewed via a series of sub-projects. These projects are:

• Extended load control project;
• Technical review of IR products;
• Technical review AUFLS arrangements;
• Review of the asset owner performance obligations (AOPO's) and the system Operator's principal performance obligations (PPO's);
• IR cost allocation
• AUFLS exemptions; and
• Consideration of market based AUFLS arrangements.
