    The Authority has consulted on a proposed settlement residual allocation methodology (SRAM) and rules on pass-through of settlement residual rebates by distributors.

    The Authority considers its proposed SRAM will encourage more efficient use of the grid, support the right investments being made at the right time and in the right places, and, over time, lead to relatively lower electricity prices to consumers.

    Submissions should be emailed to network.pricing@ea.govt.nz by 5:00pm Tuesday, 27 September 2022.

    We have prepared indicative estimates of the impact of two SRAM options on transmission customers to illustrate differences between options and the current approach. Further supporting information and analysis is available on the EMI website.

    Settlement Residual Allocation Methodology (SRAM) principles

    The submission period for the proposed principles for a new settlement residual allocation methodology (SRAM) ended on 1 March 2022. The Authority received 16 submissions on the proposed principles by 1 March. A further submission was received on 2 March which the Authority has agreed to accept (noting the delay was Covid-19 related). All submissions can be viewed below along with the consultation documentation. The accompanying supporting information and analysis is available on the EMI website.

    Cross submissions now closed

    The cross-submission period for the settlement residual allocation methodology (SRAM) principles ended on 24 March 2022.

    The Authority received 8 cross-submissions on settlement residual allocation methodology (SRAM) principles which can be viewed below along with the consultation documentation.

    We are currently considering the initial 17 submissions, along with the 8 cross-submissions as part of the next step in deciding on new SRAM principles. Those principles will then guide the development, over the coming months, of a new methodology for determining the allocation of settlement residual rebates.
