    Removing constrained on payments for generation ramping down

    We consulted on a proposed amendment which inserts a new clause in Part 13 of the Code to stop constrained on payments to ramp-constrained generators when they are dispatched down at their maximum ramp rate. Generators would instead be paid the nodal price. In all other respects constrained on payments would not change.
