Consultation on operating dispatchable demand during tight market conditions

We are proposing to amend Part 13 of the Electricity Industry Participation Code 2010 (Code) to restrict the bid prices for dispatch capable load stations (DCLS).
The proposed amendment is expected to achieve a more efficient dispatch of DCLSs, particularly in situations where there is insufficient, or close to insufficient, generation and reserves available to meet load and reserve requirements. The amendment should enhance the efficiency of the electricity industry for the long-term benefit of consumers.

Dispatchable demandlate bid revisions

The first approved participant began operating under the new dispatchable demand regime in November 2014. Since then the Authority has identified an undesirable outcome that relates to the payment of constrained on and constrained off compensation to dispatchable demand participants. This outcome is caused when the participant makes a late revision to its bid.
The Authority is consulting on a proposed solution. Submissions close on Tuesday 16 June 2015.
