A UTS claim was made by Norske Skog Tasman and Todd Energy in respect of trading period 38 on 29 June 2004 when Transpower, responding to what it regarded as a grid emergency, manually set the requirement for reserves to be dispatched during the trading period to zero to enable demand for every to be met.
This impacted on energy prices and, as no reserves were dispatched, reserve prices were effectively $0/MWh.

The Electricity Commission Board considered the claims and found that the circumstances did not satisfy the test for an undesirable trading situation under the Electricity Governance Rules.
