Options to promote consumer interests through winter 2023

The Authority has today released a consultation paper seeking feedback on possible options to promote consumer interests during periods of peak demand in winter 2023.

The consultation is in response to an apparent increase in recent years of the frequency of trading periods where available flexible supply is tight compared to projected electricity demand and normal reserve requirements.

Transpower’s Security of Supply Assessment and subsequent Market insights report – winter review November 2022 indicates a possible challenging balance between available supply and demand in winter 2023.

The Authority seeks feedback on the problem definition centered on the interests of consumers and a set of objective criteria for assessing possible interventions.

It also outlines a number of potential options ranging from improved information on resource availability and wind forecasting, through to more complex options for new market products or ancillary services.

Some options are more likely than others to be able to be implemented in time for winter 2023. Consultation will take place over three weeks with submissions closing on 16 December 2022.

The Authority acknowledges Transpower and a sub-sector of industry participants have been working on one option in relation to winter 2023.
