Authority publishes final review into 9 August power cuts

The Electricity Authority has completed its final review of the 9 August 2021 power cuts which left 34,000 customers without electricity on one of the coldest nights of the year

The review published today provides new observations and a summary of the various reports and investigations looking into the 9 August events conducted by the Authority, System Operator (Transpower), and the Ministerial Investigation.

The Authority’s Phase Two review:
  • confirms the earlier findings of its Phase One report, and the Ministerial Investigation, that Transpower’s coordination and communication failures meant consumers were disconnected unnecessarily on 9 August.
  • takes into account the recommendations made in the various reports and investigations looking into the 9 August events conducted by the Authority, System Operator (Transpower), and the Ministerial Investigation.
  • provides new observations and recommendations aimed at creating enduring, and widespread, system improvements to the management of future events.

Submissions on proposed TPM-related Code amendments now invited

On 28 April the Authority will begin consultation on a set of proposed Code amendments, some of which were signalled in the Transmission Pricing Methodology 2022 Decision paper, that will support the implementation of the new TPM. The consultation period will run for three weeks.
 
The proposed amendments support a more effective implementation of the new TPM by 1 April 2023.
 
The proposals cover amendments to:
  1. enable Transpower to access additional embedded generation information to more accurately calculate gross energy
  2. ensure that information held by Transpower in its system operator role is able to be used to calculate transmission charges
  3. clarify that amendments can be made to the TPM in a narrow set of specific circumstances
 
The submission period for the proposed TPM-related Code amendments ends at 5pm on 18 May 2022.
