Consultation on status of existing prudent discount agreements and notional embedding contract under the new TPM

The Authority is continuing to progress the necessary Code changes to support the implementation of the new transmission pricing methodology (TPM).

The Authority welcomes feedback from interested parties on its proposed Code amendment to ensure that none of the three agreements that discount existing transmission charges will be an exception to the general rule that Transpower must charge for transmission services in accordance with the TPM.

Transpower is party to two existing prudent discount agreements (PDAs) and a notional embedding contract (NEC), which provide various parties with discounts on their transmission charges.

The NEC and existing PDAs were agreed under transmission pricing arrangements that are or will soon be obsolete as the new TPM commences in April 2023. The Code provides that Transpower must charge for transmission services in accordance with the TPM. However, the NEC is currently an exception to this rule.

The Electricity Authority considers the NEC should no longer be an exception to this rule, acknowledging that a materially different pricing structure will be in place from 1 April 2023. The purpose of this consultation is to test this view with stakeholders.

System operator is consulting on the security of supply assessment

Transpower, as the system operator, is responsible for publishing the medium-term security of supply assessment (SOSA) annually. This assessment provides a 10-year assessment (2022 to 2031) of the balance between supply and demand in the New Zealand electricity system.

Its purpose is to inform risk management and investment decisions by generators, other market participants, and investors and forms part of New Zealand’s electricity security of supply framework.

The system operator is seeking feedback on the draft 2022 SOSA closing 5pm on 8 June 2022.

Reappointment of MDAG chair

Tony Baldwin has been re-appointed as Chair of the Market Development Advisory Group (MDAG) for a term of 11 months to align with the delivery of recommendations on the 100% renewables work, until 30 April 2023.
