Scope finalised for phase two of the Authority's review into 9 August event

The Authority has finalised the scope of the wider review (phase two of its review under section 16 of the Act) into the 9 August 2021 electricity cuts.
The Authority will review what lessons have been learned from industry’s experiences during the 9 August event. The review will consider many roles, including, but not limited to, the system operator, lines companies, generators, retailers and the Authority.
The system operator has assured the Authority it has learned from the operational shortcomings exposed during the 9 August event. This assurance is documented in its response to the Authority’s phase one review. The Authority is now seeking a wider assurance from across the industry that lessons have been learned so that there is an improved response if a peak demand event occurs in the future.

New exemptions granted and gazetted
|
|
The Authority has granted and gazetted new exemptions for:
- The clearing manager (Exemption No. 314) from complying with the obligation in clause 14.68 of the Electricity Industry Participation Code 2010 (Code) to prepare monthly divergence reports for the Authority
- EMHTrade Limited from complying with the obligations in clause 15.37A and 15.38 of the Code to arrange for regular audits and hold certification in accordance with Schedule 15.1 of the Code.
The Gazette notices, including reasons for approval, are available on the Authority's website. The exemptions came into force on 9 October 2021.

IPAG Meeting Papers published
|
|
The Authority has published the papers from the Innovation and Participation Advisory Group (IPAG) meeting held on 28 September 2021.
At the meeting, IPAG discussed the transition of ripple control into flexibility markets, Authority staff updated IPAG on the initial feedback received in response to the discussion paper “Updating the regulatory settings for distribution markets”, and IPAG discussed demand side engagement with Authority staff and some members from the Market Development Advisory Group (MDAG).
Transpower also presented on how to ensure the reliability of flexibility services, findings from their international review of Distribution System Operator models, and Transpower’s Grid Support Contract design guidelines.

NOVA Energy Ltd Class B Test House - Closing
|
|
The Authority has received notification from Intellihub Ltd that they will not be seeking to renew the certification for the Nova Energy Class B ATH.
Consequently, the Nova Energy ATH participant identifier will not be able to be used after 30 October 2021. As the Authority notified in June 2021, all records from the Nova Energy Class B ATH were transferred to Intellihub Ltd on 1 June 2021 and will be retained as per Part 10 Schedule 10.4, Clause 13, (a) and (b).
Participants are advised to please contact Intellihub Ltd for any matters regarding the Nova Energy Class B ATH.
