Authority publishes initial review into
9 August electricity cuts

The Authority has completed phase one of its review of the 9 August 2021 electricity cuts under section 16(1)(g) of the Electricity Industry Act 2010.
This phase of the review sought immediate assurance that any systemic and process issues that led to the power cuts have been corrected. In particular, the Authority focussed on the system operator’s demand allocation tool and communication processes and protocols surrounding the 9 August event which left approximately 34,000 customers without power.
The Authority has published a report of its findings including recommendations for the system operator, Transpower.
The Authority has found shortcomings in the system operator’s tools and processes. The key areas of concern were ambiguous and at times unsatisfactory communication processes and a miscalculation of demand allocation using the load shed and restore tool.
The Authority is confident the steps taken by Transpower following 9 August, the recommendations highlighted in this report and any further recommendations of the Authority’s phase two report, will support an improved response to demand management events in the future.
