Pricing error claim for 9 August 2021 declined

The pricing manager received a pricing error claim in response to the 9 August 2021 event for all trading periods on 9 August 2021. The Authority has decided not to uphold the claim.

Independently from the pricing error claim the Authority has directed that prices for the six trading periods 37 to 42 on 9 August 2021 remain as interim until further notice. This is to allow the Authority time to investigate the claim of a UTS in respect of these trading periods. Also, as the total financial cost of the scarcity pricing situation for these trading periods is material, participants can be sure the invoiced amounts, when they are invoiced, are correct and final.

Consumer care guidelines: overview for domestic consumers

Earlier this year the Authority published consumer care guidelines focusing electricity retailers on providing a consistent and supportive standard of service to all domestic consumers.

To help domestic consumers understand more about the guidelines, the Authority has produced an overview brochure. This provides information to the public on the type of experience they can expect from electricity retailers who are following the consumer care guidelines.

The Authority appreciates the efforts many retailers are already making to improve their practice. All retailers are expected to fully align with the consumer care guidelines by the end of this year, at the latest.

Investigation of an alleged breach by Transpower New Zealand Limited as the grid owner

The Authority has commenced an investigation into an alleged breach of the Code by Transpower New Zealand Limited as the grid owner. 
 
On 17 February 2021, the grid owner notified the Authority that it had breached clause 4 of Technical Code A, Schedule 8.3. The grid owner is alleged to have breached the Code when it carried out incorrect wiring that caused a trip of Kumara to Otira Circuit 1 on 12 December 2020.
 
Any participant that considers it is affected by the matter being investigated, and that wishes to become a party to this investigation, should notify the investigator within 10 working days after the date on which this notice is published.

Sapere cost benefit analysis of distributed energy resources webinar recording now online

The Authority is looking at a range of potential issues on distribution networks and potential regulatory options that may be needed to support New Zealand’s transition to a low-emissions economy and ensure long-term benefits to consumers.

Sapere was commissioned by the Authority to do a Cost Benefit Analysis (CBA) of distributed energy resources (DER) in New Zealand. The CBA accompanies the discussion paper “Updating regulatory settings for distribution networks” recently released by the Authority.

On 30 August, Sapere gave a presentation on the CBA via Zoom. The webinar provided more information about the analysis and the assumptions used to determine the net impacts of DER in New Zealand. 

The webinar was recorded and a link to the recording, the PowerPoint slides, and the CBA report can be found on the Authority’s website. 

The consultation period for the discussion paper closes at 5pm on Tuesday, 28 September. Submissions can be sent to distribution.feedback@ea.govt.nz.

Call for nominations - Four members of the Innovation and Participation Advisory Group

The Authority is calling for nominations for four members to join the Innovation and Participation Advisory Group (IPAG). 

The purpose of the IPAG is to provide independent advice to the Authority on issues in the Authority work programme that relate to evolving technology and business models and competition and consumer choice.

Experience in the electricity sector, evolving technologies and new business models is desired. We encourage applications from experienced professionals as well as young professionals who can bring a unique perspective to the issues IPAG consider.

The term for new members will start on 16 November 2021 and lasts for two years, ending 16 November 2023.
