Welcome to Market Brief, the Electricity Authority’s weekly update on regulatory and market developments.

First report for future security and resilience project to be released in mid-November

Phase one of the Future security and resilience (FSR) project is progressing well.

This project is part of a range of work underway by the Authority to address the transition to a low-emissions energy system and its response to the Government’s Electricity Price Review, in particular recommendation G2, to examine the security and resilience of electricity supply.

The Authority commissioned Transpower as system operator to provide advice on how the electricity system can remain secure and resilient over the coming decades. Transpower will deliver a draft phase one report to the Authority in mid-October.

The phase one report is looking at challenges and opportunities as the system evolves, based on current understanding. After the report is released in mid-November, the Authority will hold workshops with interested parties so they can provide feedback on the report. More detail on the workshops will be provided once the report is released.

Phase two of the project will build on sector contributions from phase one and will include the development of a detailed 10-year roadmap of what needs to be done to effect system transformation over the next ten years. This roadmap is scheduled to be published in early 2022 and will again be the subject of a round of engagement with industry. This phase is expected to conclude by 31 March 2022.

From April 2022 onwards, phase three will start with the publication of a prioritised plan for monitoring and addressing the challenges and opportunities identified through phase two. This third phase will be the delivery of a multi-year programme of studies and solutions to address the challenges and opportunities identified.
