EIEP5A and EIEP13: Proposal to increase the interruption reason field and unique request identifier field

The Authority is proposing a small change to four of the Electricity Information Exchange Protocol (EIEP) file formats. The changes would:
  • increase the interruption reason field in EIEP5A relating to planned service interruptions
  • increase the unique request identifier field in EIEP13A, B, and C relating to consumption information to consumers.
The Authority provides EIEPs to enable the low cost, standardised and reliable exchange of information between:
  • traders and distributors 
  • traders and their field services providers for faults and new connections 
  • retailers and consumers (or their authorised agents) 
  • retailers and any person who requests generally available retail pricing plan information.

Electricity Authority and Sapere present cost benefit analysis of distributed energy resources

The Authority recently published the discussion paper “Updating regulatory settings for distribution networks” along with a Cost Benefit Analysis (CBA) of distributed energy resources (DER) in New Zealand undertaken by Sapere. 

Sapere’s team is holding a 30 minute presentation on the CBA followed by a 30-minute Q&A session.  We invite all stakeholders who are interested in learning more about the analysis and the assumptions used to determine the net impacts of DER in New Zealand to attend the presentation.  

Please note that this session will be held entirely via Zoom video conferencing, and the Authority intends to record the formal part of the presentation.

Distribution networks have a critical role to play in supporting New Zealand’s transition to a low emissions economy through their infrastructure that connects electricity users with electricity producers and maintaining the reliability of electricity supply.

Compliance case study: Authority access to exchange data

In 2020 the Authority amended the Code to enable it to gather better-quality data on risk management contracts. This is so the Authority has timely and authoritative data on participants’ activity in the futures market that can inform its decision-making, enable better monitoring, and enhance trust and confidence in the wholesale market. 

The Authority has published a case study about the event, following a breach of clause 13.236AA by a participant. This case study provides a reminder to all industry participants to ensure they have the necessary arrangements in place for the ASX to be able to identify and share the participant’s de-anonymised trading data with the Authority. For example, by ensuring the ASX is aware of all the participant’s unique identifiers it uses when trading.

Call for nominations - Four members of the Innovation and Participation Advisory Group

The Authority is calling for nominations for four members to join the Innovation and Participation Advisory Group (IPAG). 

The purpose of the IPAG is to provide independent advice to the Authority on issues in the Authority work programme that relate to evolving technology and business models and competition and consumer choice.

Experience in the electricity sector, evolving technologies and new business models is desired. We encourage applications from experienced professionals as well as young professionals who can bring a unique perspective to the issues IPAG consider.

The term for new members will start on 16 November 2021 and lasts for two years, ending 16 November 2023.

Consumer care under COVID 19 lockdowns

On Friday 20 August all electricity retailers received a letter reminding them of the Authority’s expectations under the consumer care guidelines.

The consumer care guidelines recommend disconnections for non-payment should not occur at a time which could endanger the wellbeing of a customer or anyone in their household. The Authority considers pandemic-related lockdowns fit these criteria.
 
The Authority appreciates the immediate actions retailers have already taken to support their customers since the Alert Level 4 lockdown came into effect last week.

Work programme report for the 12-month period to 30 June 2021

We have published our work programme report for the period covering 1 July 2020 to 30 June 2021. This is the final progress report against the 2020/21 work programme published in October 2020.

Permanent change to definition of disclosure information submissions published

The Authority has published the submissions received on its consultation paper, “Permanent change to definition of disclosure information: consultation”. Thank you to everyone who provided feedback on the proposal. 

In March 2021 the Authority amended the definition of ‘disclosure information’ in the Code under urgency – this amendment will expire after nine months.

The Authority is now proposing to make that change permanent. The amendment is intended to align the Code with the Authority’s policy intent.
