Guidelines for raising consumer awareness of Utilities Disputes and Powerswitch services
|

The Authority has published guidelines to support participants to comply with the upcoming clauses 11.30A to 11.30E of the Code, so they can make appropriate changes to their communications.
The guidelines have been updated following feedback received from submissions and at the industry workshop held on 15 October 2020.

Considering future generation requirements in design of substation switchgear and network connections
|
|
The Authority has issued a memo reminding distributors to consider the possibility of future generation when connecting sites with multiple connections to the network.
The memo also recommends participants ensure connecting consumers are aware of the costs of relocating or reconfiguring metering should they decide to connect generation in the future.
Forward planning and clear communication can help ensure connecting consumers are able to make the best decisions for their current and future needs.

IPAG meeting papers published
|
|
The papers from the Innovation and Participation Advisory Group’s (IPAG) 24th meeting, held on 1 December 2020, have now been published.
The IPAG got further input from Transpower on its demand response (DR) programme, considered the potential application of cost allocation and related party transaction requirements to Transpower, and discussed how to respond to questions from the Authority regarding its review of Transpower’s DR programme.
The IPAG also heard Vector’s views and experiences of Transpower’s demand response programme.

Reminder: Beginner registry user training 2021 - expressions of interest sought
|

The Authority is running two-day, hands on, training courses for registry users in Auckland (17/18 February 2021), Christchurch (25/26 February 2021) and Wellington (10/11 March 2021).
The course is suitable for new registry users and participants who want to gain knowledge of how the registry and associated processes work.
Registration is essential. To express an interest in attending please email your name, contact details and preferred location to conference@ea.govt.nz as soon as possible with ‘registry training’ in the subject line.
Please do not book flights and accommodation until you have received confirmation of location, dates and registration.

Reminder: Consultation for permanent mandatory market making backstop proposal closes on 18 January 2021
|
|
The Authority is considering amending the Code to insert a permanent mandatory market making backstop as part of its enduring approach to market making.
In February 2020, the Authority made a temporary urgent Code amendment to insert a dormant mandatory market making scheme into the Electricity Industry Participation Code 2010 (Code). The arrangements worked well to support market making performance during periods of market stress throughout the year.
This proposal will make these arrangements permanent. The dormant scheme is a backstop measure that would only be triggered into effect for one or more market makers if the performance standards set out in the Code amendment were not met.
Market making services are important to ensure participants have access to efficiently priced risk management contracts and to produce a reliable view of future prices (the forward price curve).
Market making performance is monitored closely by the Authority. If performance materially deteriorates while we are in the process of implementing a mandatory market making backstop, the Authority will act decisively, and an urgent Code amendment can be implemented again quickly.
The Authority is currently managing the transition to its enduring market making approach, which includes an incentivised market making scheme with commercial providers. Participants can remain confident in wholesale market competition and their ability to manage risk as we deliberately transition over several years to ensure market making services continue and the integrity of the forward price curve is protected.
The consultation closes on 18 January 2021.

Reminder: Call for nominations for the Security and Reliability Council
|
|
We are calling for nominations for an independent chair and four members of the Security and Reliability Council (SRC). The SRC provides us with independent advice on reliability of supply issues, and on the performance of the electricity system and the system operator. The SRC comprises senior members of the New Zealand electricity industry, including consumers.
We are particularly interested in nominations from people who have experience in governance or management roles responsible for:
- electricity generation, particularly hydro, wind or thermal
- natural gas industry
- electricity distribution
- power system operations and performance.
We intend to appoint the successful nominees in March 2021 for an expected term of three years.
