Removing requirement for FTR manager to calculate the amount of LCE to be applied to FTRs

Each month the loss and constraint excess (LCE) is split between the settlement of the Financial Transmission Rights (FTR) market and transmission customers. This split is determined using Schedule 14.3 of the Electricity Industry Participation Code 2010 (Code) and is based on the portion of the transmission grid over which FTRs can be traded. Any LCE not used to settle FTRs is returned to transmission customers. Since shifting to an eight hub FTR market in June 2018, on average 90 percent of the LCE is available for settlement of FTRs. The amount of LCE required to settle the FTR market is almost always less than the LCE made available.
The Authority is proposing to revoke Schedule 14.3 of the Code and make consequential amendments to clause 14.16 and 14.20 of the Code so that all LCE is available for the settlement of the FTR market.

Integration of hosting capacity into Part 6 of the Code, sunset clause
|
|
This is a short paper to consult with interested parties on a further amendment to Part 6 of the Code and follows the consultation paper published in October 2019 on the topic of hosting capacity in low voltage networks.
Having considered submissions on the October 2019 consultation paper, the Authority considers that a 5-year time period to the end date of the relevant clauses related to power quality modes and the maximum export power should be included.
Note that the consultation period is for two weeks only.

Compliance investigations commenced and open for participants to join
|

The Authority has commenced investigations into the following alleged breaches of the Code.
Contact Energy Limited
Contact Energy is alleged to have breached clause 13.5A (the high standard of trading conduct) concerning its offers for its Clyde and Roxburgh power stations.
Meridian Energy Limited
Meridian Energy is alleged to have breached clause 13.5A (the high standard of trading conduct) concerning its offers for its Manapouri and Waitaki power schemes.
Participants who consider they are affected by the matters being investigated may join as a party to either of the investigations. To join either the Contact Energy Limited or Meridian Energy Limited investigations, participants should notify the investigator no later than, Tuesday 25 August 2020. The investigator’s contact details are in the notices of investigation below.
Advanced Metering Services Limited (AMSL)
The Authority alleges that AMSL breached clause 10.6 of the Code. Part 10 of the Code relates to ensuring the accuracy of metering information and clause 10.6 requires a participant to take all practicable steps to ensure that information it provides under Part 10 is complete and accurate and not misleading or deceptive, and not likely to mislead or deceive.
Participants who consider they are affected by the matter being investigated may join as a party to the investigation. To join the investigation, participants should notify the investigator no later than Wednesday 26 August 2020. The investigator’s contact details are in the notice of investigation below.
