Wholesale market information disclosure consultation now live

We have published a consultation paper which reviews the thermal fuel related information gaps in the wholesale market. The paper has four proposals to address the problems identified, including:
  • an amendment to the Electricity Industry Participation Code 2010 (Code) introducing a new reporting regime for parties to tell us what information they have decided not to disclose 
  • three other proposals outside of the Code to improve awareness and accessibility of existing information. 
We anticipate that these proposals will increase visibility of market activities and allow participants to better manage risk, which will benefit consumers in the long-term through more efficient prices.

We encourage interested stakeholders to respond by Tuesday, 1 September 2020.

Consultation on proposed changes to the system operator procurement plan

We have published a consultation paper setting out changes to the procurement plan the system operator has proposed. The procurement plan sets out, for each ancillary service, the principles the system operator will apply, and the process the system operator will follow, in assessing the quantity required to be purchased. 

The procurement plan also sets out the proposed approach to procuring ancillary services and the key terms the system operator intends to include in the contracts it negotiates with ancillary service providers.

The key proposed changes would result in a procurement plan that:
  • improves the reliability of ancillary service arrangements through enhancements to:
              (a)    frequency keeping testing and monitoring
              (b)    instantaneous reserve testing and data logging
              (c)    over frequency reserve testing 
              (d)    black start planned outages.
  • is clearer and easier to understand, thereby reducing uncertainty and risk.

Open Networks hui - 5 August 2020

The Authority is hosting a second Open Networks hui in Wellington on Wednesday, 5 August 2020. This hui is a follow up to the first one (held on 19 November 2019), and was deferred from March due to COVID-19. 

The hui will focus on standards, and will include:
  • updates and discussions on standards development in the industry including presentations from Westpower and WEL Networks 
  • discussion on standards that were suggested at the first workshop
  • a pilot, trial and investigation networking session.

UTS technical briefing slides and recording

The Authority held a technical briefing on this preliminary decision on Friday 17 July 2020. The slides and a recording of the briefing are available to view on our website.

Stakeholder workshops: Updating the Medically Dependent Consumer and Vulnerable Consumer guidelines

The Authority is hosting a series of workshops to hear from stakeholders to inform the update of the guidelines for vulnerable and medically dependent consumers.

On 15 July the Authority hosted its second workshop. At this workshop participants:
  • revisited design principles to assess solutions
  • considered the spectrum of design options for updated guidance
  • considered a preferred model for further work.

Please note the follow-up webinar planned for the 22 July 2020 will no longer take place.

The third workshop will take place on 29 July 2020. At this session, a prototype of the new guidance will be discussed, based on the preferred option identified in Workshop Two.

Hedge Market Enhancements: industry consultation on securing access to better hedging data closes today

On 23 June 2020 the Authority released the Hedge Market Enhancements: industry consultation on securing access to better hedging data paper. The consultation closes today at 5pm. Thank you to all stakeholders that have provided a written submission. The Authority intends to publish all submissions that have not been identified as confidential on Tuesday, 4 August 2020.
