Release of the High Standard of Trading Conduct discussion paper

The Market Development Advisory Group (MDAG) has published a discussion paper reviewing the ‘High Standard of Trading Conduct’ provisions.
The MDAG consider the current provisions lack certainty and are proposing a new set of rules. The suggested changes are intended to drive more efficient electricity prices for consumers.
The MDAG will hold two workshops to brief stakeholders on the paper:
- Auckland, Tuesday, 3 March 2020
- Wellington, Thursday 5 March 2020

Real-time pricing project update
|

Since you last heard from us, we’ve been busy working with service providers on refining the details of the market systems design for real time pricing. We are coming to the end of the detailed design stage and the system operator and NZX are preparing to start systems development.
Once the detailed systems design has been signed off (around mid-2020) the Authority will communicate updates through a regular quarterly newsletter. We will also form engagement groups to communicate the design implementation decisions and the impact on the real-time operation of the wholesale market. These groups will have the opportunity to discuss and clarify how these changes will affect the operation of the market.

Registry transfer hub – terms and conditions are changing
|
|
|
We have updated the terms and conditions for registry transfer hub users. This is part of the Authority’s decision to implement a series of initiatives to make it easier for consumers to share their electricity consumption data with businesses and organisations they trust.
- Third party providers must reapply for access and agree to the updated terms and conditions.
- Participants do not need to reapply but should familiarise themselves with the updated terms and conditions as they will automatically apply as part of their registry access under clause 11.28 of the Electricity Industry Participation Code 2010.
Updated terms and conditions will take effect from 1 March 2020.

Kapuni Energy Joint Venture industrial
co-generation station approved as a Type A industrial co-generation station
|

|
The Authority has approved an application for the Kapuni Energy Joint Venture industrial co-generation station to be approved as a Type A industrial co-generating station.
This approval is effective from 2 March 2020.
An updated list of approved co-generators is available on our website.

FTR manager customer satisfaction survey
|
|
|
The Financial Transmission Rights (FTR) manager user satisfaction survey is now open for participants to comment on the service the FTR manager provides.
The survey closes on 22 March 2020.

Electricity Industry Participation Code Amendment (Removal of Constrained on Compensation for Ramping down Generators) 2020
|
|
|
On 26 March 2020, the Electricity Industry Participation Code Amendment (Removal of Constrained on Compensation for Ramping down Generators) 2020 will come into force.
The amendment makes changes to Part 13 of the Electricity Industry Participation Code 2010.

Electricity Industry Participation Code Amendment (Prohibition of Save and Win-Back Approaches by Losing Retailers During a Switch Protected Period) 2020
|
|
|
On 31 March 2020, the Electricity Industry Participation Code Amendment (Prohibition of Save and Win-Back Approaches by Losing Retailers During a Switch Protected Period) 2020 will come into force.
The amendment relates to Parts 1 and 11 of the Electricity Industry Participation Code 2010.

TPM: Supplementary consultation closes Tuesday, 3 March 2020

The period to make submissions on the Transmission Pricing Methodology: 2019 Issues paper: supplementary consultation paper closes at 5.00pm Tuesday, 3 March 2020.
The supplementary consultation paper and information on making a submission is available here.
All submissions will be published on the Authority’s website.
If you consider the Authority should not publish any part of your submission, clearly indicate which information should not be published, please explain why, and provide a version of your submission that can be published for the Authority’s consideration.
Please note all submissions received, including any parts that are not published, can be requested and may be released under the Official Information Act 1982.
We will continue to publish questions and answers and correspondence relating to the TPM issues and supplementary consultation papers.

Reminder: Open Networks – Standards Forum March 2020
|
|
|
The Authority is hosting a second Open Networks forum in Wellington on Thursday, 19 March 2020 focussing on standards. This is a follow up to the first forum held on 19 November 2019 and will include:
- updates and discussions on standards development in the industry, including presentations from Westpower and WEL Networks
- discussion on standards that were suggested at the first forum
- pilot, trial and investigation networking session.
