Consultation paper: Raising consumer awareness of Utilities Disputes and Powerswitch services

Utilities Disputes and Powerswitch give consumers simple and accessible channels to get more information about their electricity options — empowering them to make choices and act. This contributes to a more efficient and competitive electricity industry. 

To support increased consumer awareness of Powerswitch and Utilities Disputes we are proposing to:
  • amend the Electricity Industry Participation Code 2010 (Code) to require retailers and distributors that bill consumers directly, to provide clear and prominent information about these two services
  • provide guiding principles to help retailers and distributors to implement this requirement. 
We welcome and encourage feedback on the proposed Code amendment and guidance. The consultation closes at 5pm on Tuesday, 3 March 2020.

TPM guidelines – further engagement

On 26 November 2019 we indicated the Authority was likely to engage further with you in 2020 on:

  • the cost benefit analysis
  • peak charging.

We also indicated the possibility of supplementary consultation on specific aspects of the proposed guidelines. 

We expect to publish a supplementary consultation document in early February. The consultation document will be relatively short and focussed on specific areas raised in submissions for which further feedback would be useful to the decision-making process. The consultation period is likely to be for a three week period, so we encourage you to be ready to review the paper. 

At the same time we will update you on our intended further engagement on the cost benefit analysis and peak charging. At this stage, we expect those engagements to be at the end of February/early March 2020.

Failure to register or to update information is an offence under section 31 of the Electricity Industry Act 2010.

Reminder: Call for nominations for the Security and Reliability Council

We are calling for nominations for three members of the Security and Reliability Council (SRC). The SRC provides us with independent advice on reliability of supply issues, and on the performance of the electricity system and the system operator. The SRC comprises senior members of the New Zealand electricity industry, including consumers.

We are particularly interested in nominations from people who can credibly represent the interests of commercial and industrial businesses, especially businesses connected directly to Transpower’s grid residential consumers and/or small- and medium-enterprises. Experience in electricity transmission, distribution and demand-side management is desirable.

We intend to appoint the successful nominees in March 2020 for an expected term of three years.
