Default Distributor Agreement submissions published

We have published submissions on our 2019 Default Distributior Agreement (DDA) consultation.

In August 2019, we consulted on a proposal to amend Part 12A of the Electricity Industry Participation Code 2010 (Code) that would change how industry participants negotiate an agreement for a retailer to use a distributor’s network to on-sell electricity to consumers. Submissions closed on 15 October 2019. The submissions are now available on our website.

TPM cross-submissions close 31 October 2019

The period to make cross-submissions on the Transmission Pricing Methodology: 2019 Issues Paper closes at 5pm Thursday, 31 October 2019.

The Issues Paper, submissions, and information on making a cross-submission is available o n our website. Note that cross-submissions should respond to issues raised in submissions, and should not raise new issues.

We will publish all cross-submissions on the Authority’s website. If you consider the Authority should not publish any part of your cross-submission, please clearly indicate which information should not be published, explain why, and provide a version of your cross-submission that can be published for the Authority’s consideration.

Please note all submissions and cross-submissions received, including any parts that are not published, can be requested and may be released under the Official Information Act 1982.

Code Review Programme September 2019 consultation closes 5 November 2019

We are proposing a number of discrete amendments to various parts of the Code. The amendments largely focus on resolving practical problems created by particular Code provisions that impede the efficient operation of the industry. The proposed amendments don’t generally relate to each other, and don’t warrant separate consultation processes. We are therefore progressing them together as one Code amendment proposal, in one consultation paper.

The consultation closes at 5pm on Tuesday, 5 November 2019.

Gas participants develop information disclosure code

Upstream gas producers, gas storage owners and the Petroleum Exploration and Production Association of New Zealand have proposed a new information disclosure regime in respect of planned and unplanned gas outages. Improved information disclosure in the gas industry is important for the efficient functioning of the electricity market, including for price discovery in the hedge market.

Copies of the draft Upstream Gas Outage Information Disclosure Code, an overview document and a covering letter can be found on the Gas Industry Company’s website.

Reminder: Open Networks workshop and Reconciliation Participant workshop – November 2019

The Authority is hosting two workshops at the Majestic Centre in Wellington in November 2019 to provide more information about issues on which we are consulting. If you would like to attend a workshop, you will need to register.

Open Networks - Standards workshop

The workshop on Tuesday, 19 November 2019 will cover proposed amendments to Part 6 of the Code to allow for integrating hosting capacity into small-scale distributed generation connections. This work is part of our Open Networks Development Programme.

Reconciliation Participant workshop

The workshop on Wednesday, 20 November 2019 will be of interest to reconciliation participants and will cover proposals to make ICP switching processes more efficient as well as several other relevant updates.

Reminder: Call for nominations for Standing Data Formats Group

We are calling for nominations for a metering equipment provider (MEP) member to join the Standing Data Formats Group (SDFG). The SDFG provides independent advice to the Authority on information exchange protocols between participants and:

market operation service providers
consumers
third party providers.

The group is currently advising on the method of transfering notifications for EIEP5A planned outages and a proposal to mandate one reporting methodology for distributor billing for EIEP1. There are several new projects in the pipeline including considering creating new standardised formats for smart metering data and considering options for a standard format for MEPs to provide data to traders.

We will appoint the successful nominee in November 2019 for an expected term of three years.
