Survey about the removal of South Island-only official conservation campaigns – deadline extended

On 3 September 2019, we released a survey about the removal of South Island-only official conservation campaigns (OCCs). We are keen to hear from you and realise there are a lot of regulatory calls on your time right now. To ensure you have the opportunity to complete the survey we have extended the survey deadline by two weeks. Responses must now be received by 5pm on Monday, 7 October 2019.
An OCC is when Transpower (as the system operator) asks consumers to voluntarily reduce their electricity usage due to low storage in hydro-electric lakes. OCCs can be triggered for the South Island only or for the whole country. We believe there is a case to remove South Island-only OCCs. We invite stakeholders to tell us whether they agree.

Consultation paper: Code review programme September 2019
|
|
|
We are proposing a number of discrete amendments to various parts of the Electricity Industry Participation Code 2010 (Code). The amendments largely focus on resolving practical problems created by particular Code provisions that impede the efficient operation of the industry. The proposed amendments don’t generally relate to each other, and don’t warrant separate consultation processes. We are therefore progressing them together as one Code amendment proposal, in one consultation paper.
The consultation closes at 5pm on Tuesday, 5 November 2019.

Default Distributor Agreement consultation: supporting materials

The Authority has recently run workshops with industry participants to explain the Authority’s Default Distributor Agreement (DDA) proposal. We provided the following materials to workshop attendees:

These are available on our website to help clarify any outstanding questions or knowledge gaps with the DDA proposal.

Authority appoints a Chief Strategy Officer
|
|
James Tipping has been appointed the newly created position of Chief Strategy Officer (CSO). James starts at the Authority on 14 October 2019. The new Chief Strategy Officer will focus on working across the Authority to bring leadership and excellence to the evidence that underpins the Authority’s decision-making. The CSO will play a strong role in maintaining and growing relationships with other regulators – both domestically and internationally – and ensure the Authority is well aware of regulatory best practice and emerging market developments.
James has more than 17 years’ experience working in strategy, policy and regulatory roles including in commercial and regulatory aspects of the energy sector in New Zealand and in Europe. James’s most recent leadership role was at Trustpower as the Strategy and Portfolio Manager, where he was responsible for Trustpower’s corporate strategy development processes, for leading long-term scenario development for the energy system of the future, and for leading digital and other new-business initiatives.
James is very familiar with the Electricity Authority and our work having been a member of the Authority’s Market Development Advisory Group (MDAG) until earlier this year and the Retail Advisory Group (RAG) before that. He has had significant experience leading the regulatory and policy aspects for Trustpower including engagement with the Electricity Authority on issues such as transmission pricing. James was involved in the formation of the Electricity Retailers Association, and before that, led the development of cross-retailer protocols for improving outcomes for vulnerable customers.
James’s international experience includes consulting for Redpoint Energy, one of Europe’s leading energy consultancies. He holds a Bachelor of Science majoring in Statistics, a Bachelor of Commerce majoring in Economics, and a Bachelor of Science with First Class Honours in Operations Research from the University of Canterbury. James also has a PhD in Operations Research from the University of Canterbury, focussed on electricity wholesale market price formation.

TPM submissions close 1 October 2019

The period to make submissions on the Transmission Pricing Methodology: 2019 Issues Paper closes at 5:00pm Tuesday 1 October 2019.
The Issues Paper and information on making a submission is available here.
All submissions will be published on the Authority’s website.
If you consider the Authority should not publish any part of your submission, clearly indicate which information should not be published, please explain why, and provide a version of your submission that can be published for the Authority’s consideration.
Please note all submissions received, including any parts that are not published, can be requested and may be released under the Official Information Act 1982.

Reminder: Amendments to EIEPs come into force 1 October 2019
|
|
On Tuesday, 1 October 2019, amendments to Electricity Information Exchange Protocols (EIEPs) 1-4, 5B, 6-9, 11, and 12 will come into force.
If you are a trader or distributor, you should discuss these amendments with your technical staff and IT providers. We also encourage you to start modifying your systems to use the amended EIEPs.
We have set up a webpage with implementation memos and questions asked by participants about the amended EIEPs.
