Audit compliance reports available in the registry

On 2 September 2019 a new audit compliance report was released in the electricity registry.

This report can help participants understand their level of compliance across a suite of specific obligations and scenarios. It can be used by internal and external auditors to identify and better assess participants’ compliance with the Electricity Industry Participation Code 2010 (Code). This report is the most recent enhancement to support the participant audit regime.

To access the report, your organisation’s registry supervisor will need to add the reports to your registry profile. A user manual to help you understand and use the reports can be accessed from the downloads section of the registry web interface.

Survey released – Removal of South Island only official conservation campaigns

An official conservation campaign (OCC) is when Transpower (as the system operator), under clause 9.23 of the Code, asks consumers to voluntarily reduce their electricity usage due to low storage in hydro-electric lakes. OCCs can be triggered for the South Island only or for the whole country. Earlier this year we asked stakeholders for their broad opinions on whether it is appropriate to have these two types of OCCs. 

We believe there is a case to remove provision for South Island only OCCs, and are now inviting stakeholders to tell us whether they agree. Please respond to this survey to tell us your opinion.

In light of submissions we have already received on this issue, and provided we are satisfied there is widespread support for the change, we may then use our power to amend the Code without any further consultation.

Top Energy – Application for amendment to current exemption

Top Energy Limited (Top) and Ngawha Generation Limited (NGL) currently hold an exemption from the obligation in section 76(2) of the Act to comply with two of the arm’s-length rules in Schedule 3 of the Act. The exemption exempts Top and NGL, with certain conditions, from the requirement to comply with rule 9 and rule 10 of Schedule 3 of the Act.

One of the conditions limits the nameplate capacity of Ngawha Springs Power Station to 65 MW. Top has applied for an amendment to the exemption to increase this nameplate capacity to 75 MW. 

The Authority is currently considering the application.

Stress-test scenarios unchanged for the October-December quarter of 2019

The stress-test scenarios previously published on the Authority's website will apply for the October-December quarter of 2019. There is no change from the previous quarter.

The stress-testing regime requires certain participants in the wholesale electricity market to apply a set of standard stress-tests to their market position, and report the results to their Board and to the NZX as the independent registrar appointed by the Authority.

Questions about the stress-tests can be directed to Market Operations. Please include 'stress-test' in the subject line.

Reminder: Beginner registry user training – Wellington and Auckland

The Authority is running training courses for beginner registry users in Wellington on 25 and 26 September 2019 and Auckland on 23 and 24 October 2019.
