Dispatch Service Enhancement project goes live soon

On 14 August 2018, we published our decision to amend the Electricity Industry Participation Code 2010 (Code) and the Approved Systems Document to allow the system operator to replace the GENCO system it uses to issue electronic dispatch instructions. The amendment enables the system operator’s Dispatch Service Enhancement (DSE) project to replace GENCO by adopting two alternate communication protocols for dispatch: Inter-Control Center Communications Protocol (ICCP) and web services.
The system operator expects DSE to go live from 8 August. We will therefore Gazette the DSE Code amendment on 11 July, and it will come into force on 8 August 2019. We will also replace the Approved Systems Document with an updated version to take effect on 8 August 2019.

New exemption granted to Norske Skog Tasman Limited
|

|
We have granted and gazetted an exemption for Norske Skog Tasman Limited (Exemption No. 280). Norske Skog Tasman Limited is exempted from complying with the obligations in clauses 11.10, 15.37A, and 15.38(1) of the Code to have regular distributor and reconciliation participant audits and obtain certification as a reconciliation participant. This exemption applies only in respect of ICP identifiers 000001000SK37A and 000009000SKE7A.

MDAG meeting papers published

We have published meeting papers from the Market Development Advisory Group (MDAG) meeting held on 19 June 2019. The MDAG analysed and discussed information regarding the Review of spot market trading conduct provisions. The group further defined the future pathway of its involvement in the Authority’s New generating technologies in the wholesale market project.
We have also published the minutes from the MDAG meeting held on 7 May 2019.

IPAG meeting papers published
|
|
We have published meeting papers from the Innovation and Participation Advisory Group (IPAG) meeting held on 25 June 2019. The IPAG discussed the problem definition and the desired outcomes for its Access to input service project. The group also heard presentations from Payments NZ, FutureGrid, Vector AMS and the Commerce Commission.
We have also published the minutes from the IPAG meeting held on 7 May 2019.

Security and Reliability Council papers published
|
|
We have published meeting papers from the Security and Reliability Council (SRC) meeting held on 20 June 2019.
The SRC discussed distributor asset management and emergency preparedness, gas production outage risks, the Network Transformation Roadmap, and various risk and strategic matters.

Compliance investigation commenced and open for participants to join
|
|
The Authority has commenced an investigation into an alleged breach of clause 13.2A of the Code.
Haast Energy Trading Limited alleged that Genesis Energy Limited was required to disclose the effect of gas forecasts received from OMV New Zealand Limited about Pohokura gas field’s potentially limited gas supply between February and April 2019.
Participants who consider they are affected by the above matter that is being investigated may join as a party to the investigation. To join the investigation, participants should notify the investigator no later than Monday, 15 July 2019. The investigator’s contact details are in the notice of investigation on our website.

The MDAG is holding a briefing on Tuesday, 30 July 2019 to update stakeholders on its Review of spot market trading conduct provisions. Please note there has been a time change since the last notice.

Reminder: Compliance investigations for participants to join – deadline 12 July 2019

On 28 June 2019 we notified participants about four investigations into alleged breaches of the Code. We remind participants that they can join as a party to these investigations if they think they may have been affected by the matters being investigated.
To join the investigation, participants should notify the investigator no later than Friday, 12 July 2019. The investigator’s contact details are in the notice of investigation on our website.
