Work programme report for the eight-month period to 28 February 2019

We have published our work programme report for the period covering 1 July 2018 to 28 February 2019. This is a progress report against the work programme that we published in July 2018.

Access policies and Code amendment for WITS and the registry

The wholesale information and trading system (WITS) and the registry are market operation service provider (MOSP) web-based platforms for exchanging and making information available under the Electricity Industry Participation Code 2010 (Code).

The Authority recently consulted on:

  • a new WITS access policy including terms and conditions of access
  • an amended registry access policy including terms and conditions of access
  • Code amendments to require participants to comply with the Authority's terms and conditions.

The Authority has decided to proceed with the proposed Code amendments, but with a minor amendment which you can read about in the decision paper. 

The access policies, terms and conditions of access, and Code amendments become effective on 18 April 2019. Participants should make themselves familiar with the requirements for access to these MOSP platforms.

IPAG meeting papers published

We have published the Innovation and Participation Advisory Group (IPAG) papers from the meeting on 10 April 2019.

The IPAG finalised its equal access report and agreed the methodology and approach to the access to input services project. The group also heard presentations and views from various market participants on experiences with access to data.

MDAG meeting papers published

We have published the Market Development Advisory Group (MDAG) papers from the meeting on 26 March 2019.

The MDAG had initial discussions about the participation of new generation technologies in the wholesale market. The MDAG also discussed the size, scope and way forward regarding the spot market trading conduct provisions project.

Hedge declaration certificates due 30 June 2019

Every participant who submitted hedge information in the previous year (1 April 2018 – 31 March 2019) must submit a declaration certificate to the Authority by Sunday, 30 June 2019. The requirements for these certificates are contained in clause 13.230 of the Code.

Please submit the declaration certificate on company letterhead using the Hedge Disclosure Declaration form to marketoperations@ea.govt.nz.

We will not publish a Market Brief newsletter on Tuesday, 23 April 2019 due to Easter and the short week that follows.

Current consultations

Consultation on remaining elements of Real-Time Pricing

We are consulting on three remaining elements of the design for spot market settlement on real-time pricing. This project aims to develop a dispatch-based real-time pricing option to deliver more certainty, accuracy and efficiency.

Consultation on removing constrained on payments for generation ramping down

The Authority is proposing to remove constrained on payments for generation that is dispatched down at its maximum ramp rate.
