Industry feedback shapes ACCES proposal

We have recently met with organisations that have a role in diversifying the electricity services offered to consumers.

This is part of the Additional Consumer Choice of Electricity Services (ACCES) project (previously Multiple Trading Relationships), which seeks to enable greater consumer uptake of electricity services. This is part of a wider programme of work aimed at increasing participation in the electricity industry to make the most of new technologies and business models.

To test the potential for ACCES and shape our efforts to facilitate it, we have actively sought out and listened to the views of 15 organisations. Using structured interviews, we heard about their experiences. We also explored with them a few options for delivery of ACCES. Interviewees included start-ups, consumer advocates, retailers, gentailers, metering equipment providers, distributors and market operation service providers.

The Authority has now published a summary of the interview discussions, along with the materials provided to interview participants.

Electricity Authority and Commerce Commission – spotlight on emerging contestable services

The Commerce Commission and Electricity Authority have initiated a joint project to assess how new technologies and business models emerging in the electricity sector may benefit or harm consumers in the future. 

We welcome your input on the terms of reference on what we are doing and how we are doing it. Please respond by Friday, 12 April 2019 to eacomcomjointproject@comcom.govt.nz.   

This new project will complement existing Authority work.

Slides and video recording from Real-Time Pricing briefing

We have now published the slides and video recording from our recent Real-Time Pricing (RTP) briefing. The session provided an update on the project and a discussion about the three remaining design elements, which we are currently consulting on. 

We have also published supporting technical material on the proposed 'risk-violation curve' design element. That material includes full modelling results, summary charts and further technical explanations.

Submissions on the RTP consultation paper are due by 5pm on Tuesday, 30 April 2019.

Participant auditor training – 2 May

The Authority is running participant auditor training on Thursday, 2 May 2019. The training is specifically designed for: 

  • people interested in becoming an approved auditor
  • existing approved auditors seeking a refresher. 

Please email your expression of interest to conference@ea.govt.nz with “Auditor Training – 2 May 2019” in the subject line by 4pm on Tuesday, 16 April 2019. 

Spaces are very limited and preference will be given to prospective auditors and approved auditors. A participant focussed session is planned for July 2019.

IPAG meeting papers published

We have published the Innovation and Participation Advisory Group (IPAG) papers from the IPAG’s meeting on 27 February 2019. 

The IPAG considered the Authority Board’s response to its advice on the Equal access project. The IPAG agreed to the Authority Board’s request to provide advice on arrangements for service providers to access input services.

Reminder: MEP and ATH forum – 30 April

The Authority is running a one day metering equipment provider (MEP) and approved test house (ATH) forum in Wellington on Tuesday, 30 April 2019. 

Numbers may be limited, first preference will be given to active MEPs and ATHs. 

Registration is essential for each attendee by emailing conference@ea.govt.nz  with “MEP and ATH forum” in the subject line.

Current consultations

Consultation on remaining elements of Real-Time Pricing

We are consulting on three remaining elements of the design for spot market settlement on real-time pricing. This project aims to develop a dispatch-based real-time pricing option to deliver more certainty, accuracy and efficiency.

Consultation on removing constrained on payments for generation ramping down

The Authority is proposing to remove constrained on payments for generation that is dispatched down at its maximum ramp rate.
