Annual review of the system operator’s performance
We have published our annual review of the performance of the system operator (Transpower) for the period ended 30 June 2018.
The review concludes that, with the exception of its post-event management of the automatic under-frequency load shedding event that occurred on 2 March 2017, the system operator performed well and has continued to improve. As with our previous review, we were impressed with the system operator’s work on the project to investigate real-time pricing and the system operator’s project management in general.
However, we are concerned that Transpower’s post-event management of the 2 March 2017 event lacked transparency, accountability, and thoroughness. The system operator is dissatisfied with its performance in relation to that event and has made improvements accordingly.
Transpower is considering closer integration of the operational functions of its grid owner and system operator roles. We urge Transpower to remain cautious, open-minded, and alert to risks of closer integration.
In accordance with Schedule 10.3 of the Code, the Authority advises all participants that as at 1 March 2019:
a. Mercury NZ Limited, trading as Metrix, has ceased to be a Class A and Class B approved test house
b. Metrix Limited will become a Class A and Class B approved test house.
Responsibility for all certifications, records, facilities, and the MTRX participant identifier for Metrix acting as an approved test house will transfer to Metrix Limited from 1 March 2019.
Request for expressions of interest for participant auditor training
The Authority is seeking expressions of interest from people interested in participant auditor training.
This training would suit:
people interested in becoming an approved auditor
existing approved auditors seeking a refresher
internal auditors wanting to better understand the participant audit process.
