Lists of distributed generation eligible to qualify to receive ACOT in the upper North Island and upper South Island

We have published the lists of distributed generation in the upper North Island and upper South Island that is eligible to qualify to receive avoided cost of transmission (ACOT) payments under the regulated terms.

The regulated terms for the upper North Island come into effect on 1 April 2019 and for the upper South Island on 1 October 2019. 

We have also published a decision paper and response to the submissions received on the draft list, and our summary of the submissions. 

The new ACOT arrangements will ultimately lower prices for consumers by reducing ACOT payments that do not deliver reliability benefits to consumers.

Applying for an exemption from the Code – 2019 dates

Participants may apply for exemptions as a temporary release from an obligation in the Electricity Industry Participation Code 2010 (Code). It is intended, for example, to provide the participant time to become compliant with the Code, or to suggest a Code amendment.

Most exemption applications are considered by the Authority's Compliance Committee. As the Committee generally meets only six times a year, we have published the Compliance Committee meeting dates. For each meeting date we have also included the date we would need to receive an application so it can be considered at the meeting. If you intend to apply for an exemption, please allow enough time for your application to be processed and then considered by the Committee.

Current consultations

Review of regulatory settings for official conservation campaigns

We are consulting on the regulatory settings for official conservation campaigns. This review is being co-ordinated with Transpower’s consultation on its review of the security of supply forecasting and information policy.

We are reviewing the principles for distribution pricing to clarify our expectation that the price anyone pays reflects the costs of the electricity distribution service they are getting.

Proposal to amend requirement for advisory group Chairs to be independent

We are consulting on a proposal to relax the requirement for advisory group Chairs to be independent. The consultation proposes minor changes to the Charter for advisory groups and the Terms of reference for the Security and Reliability Council and other advisory groups.
