Recently, we sent a short paper on distribution pricing to the boards of electricity distribution businesses. It sets out the reasons why distributors should reform their pricing with urgency. A copy of this paper can be found on our website.
Consumers will benefit significantly when electricity distribution prices signal the efficient cost of using the distribution network.
We will soon publish a consultation paper proposing amendments to the Distribution Pricing Principles. The paper will also outline how we propose to monitor progress towards distribution pricing reform.
Authority consultation on 2019/20 levy-funded appropriations and indicative work programme
We have published a consultation paper seeking feedback on our 2019/20 levy-funded appropriations and indicative work programme.
The indicative work programme for 2019/20 maintains our focus on priority work and faster completion of projects—so the benefits for consumers are realised sooner.
We introduced this focus in the 2018/19 work programme by deprioritising some of the projects that would typically have continued from 2017/18 into 2018/19. We completed a work programme transition process to ensure the effective management of any disruption arising from this change, and did not identify any significant risks or issues. The indicative 2019/20 work programme for consultation also includes two projects that we deprioritised for 2018/19.
The consultation paper and information on how to provide responses to it are available on our website. The consultation closes at 5 pm on Monday, 10 December 2018.
Note: the Authority and the Energy Efficiency and Conservation Authority (EECA) began running separate appropriation consultations from 2017/18. The EECA appropriation consultation paper will be available from EECA’s website on Monday, 12 November 2018.
We remind participants that submissions for the market enhancement omnibus close today at 5 pm. We also remind submitters we are trialling an online submission tool for the Review of metering and related registry processes, and we encourage submitters to submit online.
The omnibus series brings together the consultation processes for more minor projects.
We released this first market enhancement omnibus on 4 September.
We are consulting on four areas.
1. Review of metering and related registry processes.
2. Access to WITS and the registry.
3. Switch process review.
4. Integrating hosting capacity into Part 6 of the Electricity Industry Participation Code. 2010 (Code).
We have published Annual Reports for the Innovation and Participation Advisory Group (IPAG) and the Market Development Advisory Group (MDAG) covering the period July 2017 to June 2018.
The Annual Reports summarise each group’s progress against its work plan, as required under the IPAG and MDAG’s terms of reference.
Rulings Panel Annual Report for the year ending June 2016
We have published the Rulings Panel’s Annual Report for the 12 months ending 30 June 2016. Under regulation 115 of the Electricity Industry (Enforcement) Regulations 2010, the Rulings Panel is required to provide the Authority with an annual report each year.
