Consultation on amendments to the 2018 policy statement
We have received a proposed revision to the policy statement from the system operator. The policy statement plays a key role in the set of Electricity Industry Participation Code 2010 (Code) provisions, contracts and other arrangements that collectively deliver common quality and orderly system operation. The Code requires us to consult on the proposed amendments to the policy statement as soon as practicable after receiving them. We have published the consultation paper setting out the system operator’s proposed changes to the policy statement.
The key amendments proposed to the existing policy statement include:
clarifying the risk controls and quality outcomes of extended contingent events (ECEs)
amending the definition of other events.

Decision and summary of submissions paper published: 2017 operational review of EIEPs
In September 2017, we consulted on changes to the electricity information exchange protocols (EIEPs). The consultation covered the EIEP overview document and all EIEPs except EIEPs 13A, 13B, 13C, and 14. We have now published a decision and summary of submissions paper, which sets out our decision to improve the use of the EIEPs.
Changes include:
making EIEP5A ‘Planned service interruptions’ a regulated EIEP
aligning terminology with preferences agreed between the Authority and the Electricity Networks Association (ENA), largely reflecting ENA's pricing guidelines for electricity distributors
improving clarity and consistency of formats and business requirements
amendments that promote more standardisation and improve operational efficiency.
We have identified two issues (a delivery mechanism for EIEP5A and a single distributor reporting methodology for EIEP1) that need further consultation. We will release a separate consultation paper on these issues shortly.

Electricity Industry Participation Code Amendment (Code Review Programme) 2018
We have considered submissions on our Code Review Programme 2018 consultation paper, and decided to amend the Code as outlined in the decisions paper that we have published. The Code amendment makes changes to Parts 1, 3, 6 to 12, and 13 to 15 of the Code.
Each of the proposals in the consultation paper sought to address a particular discrete issue that required a Code amendment to resolve, but which did not warrant a separate consultation process. We advanced the proposals together as an omnibus Code amendment on that basis.
We have also published a summary of submissions.
The majority of the Code amendments will come into force on 1 November 2018, although some of the amendments will not come into force until 1 February 2019 or 1 August 2019.
We are holding a forum to discuss the consultation papers released as the first market enhancement omnibus. We are consulting on four areas.
1. Review of metering and related registry processes.
2. Access to WITS and the registry.
3. Switch process review.
4. Integrating hosting capacity into Part 6 of the Code.
We will also discuss developments with the EIEPs.

Two draft lists of distributed generation eligible to qualify to receive ACOT: upper North Island and upper South Island
We are seeking views on two draft lists of distributed generation that would be eligible to qualify under the regulated terms in Part 6 of the Code to receive ACOT payments from distributors.
