List of distributed generation eligible to qualify to receive ACOT in the lower North Island

The Authority has published the list of distributed generation in the lower North Island that is eligible to qualify to receive avoided cost of transmission (ACOT) payments under the regulated terms from 1 October 2018. 

We have also published a decision paper and response to the submissions received before the consultation deadline on the draft list, and our summary of the submissions. 

The new ACOT arrangements will ultimately lower prices for consumers by reducing ACOT payments that do not deliver reliability benefits to consumers.

Consultation on two draft lists of distributed generation eligible to qualify to receive ACOT: upper North Island and upper South Island

We are seeking views on two draft lists of distributed generation that would be eligible under the regulated terms in Part 6 of the Electricity Industry Participation Code 2010 (Code) to receive ACOT payments from distributors.

Submissions are due on 9 October 2018. The Authority will finalise and publish the lists after considering submissions.

Call for nominations for Market Development Advisory Group chair

We are calling for nominations for an independent chair of the Market Development Advisory Group (MDAG). This follows the resignation of James Moulder, who has chosen to step aside due to other commitments, with immediate effect. We thank James for his service.

To allow the MDAG to continue its work as planned, the group’s deputy chair, Bruce Rogers, will serve as acting chair until a new chair is appointed. 

We aim to appoint a new MDAG chair in November 2018 for a term ending in May 2020.

Electricity Authority/system operator joint development programme update

The Code requires the Authority and the system operator (Transpower) to agree and publish a joint development programme at least annually. 

The programme coordinates and prioritises:

  • those items in the Authority's industry development work plan on which the Authority intends to liaise with the system operator
  • the system operator's capital expenditure plan, which it provides to the Authority under the system operator market operation service provider agreement.

The Authority and the system operator have recently agreed updates to the programme that reflect progress, changes to priorities, and other project agreements that have occurred since the last annual publication in August 2017 and the progress update in March 2018.
