Market Development Advisory Group issues paper on saves and win-backs

The Market Development Advisory Group (MDAG) is seeking feedback on its Saves and win-backs issues paper. 

The Saves and win-backs project considers whether to amend the Electricity Industry Participation Code 2010 (Code) in response to the Authority’s August 2017 post-implementation review  of the 'saves' Code provisions.

For the first stage of the project, we asked the MDAG to consider whether there is a regulatory problem or market failure relating to customer acquisition, including saves and win-backs practices, and the switching process.

Submissions close at 5 pm on Friday, 29 June. The MDAG will consider submissions from interested parties before determining its next steps.

Consultation on proposed list of distributed generation eligible to qualify for ACOT in the lower North Island

We are seeking views on the proposed list of distributed generation in the lower North Island that would be eligible under the regulated terms in Part 6 of the Code to receive avoided cost of transmission (ACOT) payments from distributors.

Submissions are due 5 pm on Tuesday, 3 July. The Authority will finalise and publish the list after considering submissions.

Submissions published: Connection and electrical connection guidelines 

We have published submissions received on our proposed connection and electrical connection guidelines. The guidelines provide an operational view of the processes for connecting and electrically connecting network supply points and installation control points.

Innovation and Participation Advisory Group papers published

We have published the papers, including the minutes, from the Innovation and Participation Advisory Group (IPAG) meeting held on 22 March 2018. 

The IPAG heard from guest speakers about the Equal access project, and continued to consider the preliminary problem definition.

Current consultations

Proposed amendments to enable the system operator’s Dispatch Service Enhancement project

We have published a consultation paper on proposed amendments to the Code and the Approved Systems Document that would enable the system operator’s dispatch service enhancement (DSE) project.

The proposed amendments to the Approved Systems Document would allow for the current GENCO software to be replaced as the approved system used to issue electronic dispatch instructions. We also propose additional amendments to Part 13 of the Code that would increase the benefits from adopting new communication protocols for issuing electronic dispatch instructions.

Permitting ATHs to amend certification reports

In December 2017, we made an urgent amendment to the Electricity Industry Participation Code 2010 (Code) to enable approved test houses (ATHs) to amend certification reports for a metering installation or a metering component. In certain circumstances this would avoid the need to recertify. The urgent code amendment expires on 12 October 2018. We propose amending the Code so the effect of the urgent amendment continues past this date.
