Draft determination of the causer of the 9 February 2018 under-frequency event

We have published a consultation paper Draft determination of the causer of the under-frequency event on 9 February 2018. We will consider submissions on this consultation before we make a final decision of the causer.

New exemption granted and current exemption amended

We have granted and gazetted a new exemption and an amendment to a current exemption:

  • New exemption (No. 267) exempts Financial Corporation Limited from complying with the obligation in clause 7(1) of Schedule 11.4 of the Code to provide to the registry manager the information indicated in lines 23 to 30 of Table 1. The exemption expires at the end of May 2020. 
  • We have amended current exemption (No. 168) for Arc Innovations Limited (Arc) by extending the expiry date from 31 December 2018 to 31 December 2025. We originally granted this exemption in July 2013 in respect of Arc’s first generation advanced metering infrastructure metering installations. It exempts Arc from complying with the obligation in clause 7(1) of Schedule 11.4 of the Code to provide to the registry manager the information indicated in line 16 of Table 1.

The exemption and the amendment came into force on 11 May 2018. The Gazette notices, including reasons, are available on our website.

Market Development Advisory Group papers published

We have published the papers, including the minutes, from the Market Development Advisory Group (MDAG) meeting held on 10 April 2018. 

The MDAG heard from guest speakers on both projects it is undertaking: Saves and win-backs and the Review of spot market trading conduct provisions. The group also considered a draft version of its Saves and win-backs issues paper.

Current consultations

Consultation on proposed amendments to enable the system operator’s Dispatch Service Enhancement project

We have published a consultation paper on proposed amendments to the Code and the Approved Systems Document that would enable the system operator’s dispatch service enhancement (DSE) project.

The proposed amendments to the Approved Systems Document would allow for the current GENCO software to be replaced as the approved system used to issue electronic dispatch instructions. We also propose additional amendments to Part 13 of the Code that would increase the benefits from adopting new communication protocols for issuing electronic dispatch instructions.

Consultation on Permitting ATHs to amend certification reports

In December 2017, we made an urgent amendment to the Electricity Industry Participation Code 2010 (Code) to enable approved test houses (ATHs) to amend certification reports for a metering installation or a metering component. In certain circumstances this would avoid the need to recertify. The urgent code amendment expires on 12 October 2018. We propose amending the Code so the effect of the urgent amendment continues past this date.
