The Authority is overseeing an industry-led approach to reforming distribution pricing structures.
We have asked distributors to develop a plan that sets out the process and timeframes under which they will reform their distribution pricing structures (roadmaps). We asked that distributors regularly update these roadmaps to communicate their progress towards adopting more service-based and cost-reflective pricing. Our expectation is for distributors to make their roadmaps available to interested parties, and provide updates every six months. Distributors delivered the first update in April 2017 and the latest in October 2017. An overall summary, table and timeline documents relating to the latest updates can be found on our website.
We have published the papers from the second IPAG meeting, held on 8 February 2018.
The IPAG received presentations on the Equal access project. These covered the existing access arrangements for distribution and transmission networks, including the respective regulatory roles of the Authority and the Commerce Commission. The group then began considering a preliminary problem definition.
The IPAG also considered whether to finalise its purpose statement and success indicators, and informally met the Market Development Advisory Group (MDAG) over lunch.

Market Development Advisory Group papers published
We have published the papers from the second Market Development Advisory Group (MDAG) meeting, held on 8 February 2018.
As well as informally meeting IPAG members over lunch, the MDAG began considering preliminary problem definitions for its two projects, Saves and win-backs and the Review of spot market trading conduct provisions.
We’ll publish the minutes when the MDAG has confirmed them.
We’re planning to undertake maintenance on our websites on Friday. This means we expect our websites to be unavailable overnight from about 5 pm on Friday, 9 March, and potentially during Saturday, 10 March.
We’ll try to ensure the sites are restored to normal operation as quickly as possible.
Stress-test scenarios unchanged for April−June quarter
The stress-test scenarios previously published on our website will apply for the April−June 2018 quarter. There’s no change from the previous quarter.
The stress-testing regime requires some participants in the wholesale electricity market to apply a set of standard stress tests to their market position, and report the results to their board and to the NZX (as the independent registrar appointed by the Authority).

We’d like to remind you that, if you’re a participant, it is your responsibility to register with the Authority, and to ensure the information you provide is up to date, including contact names and details that may have changed.
It is an offence under section 31 of the Electricity Industry Act 2010 not to register or update your information.
Consultation closes today on a number of discrete amendments we’re proposing to various parts of the Code. The amendments largely focus on resolving practical problems created by Code provisions that impede the efficient operation of the industry.
Consultation on refining two aspects of the customer compensation scheme
We’re consulting on our review of two aspects of the customer compensation scheme (CCS). The aspects are: addressing possible inefficiencies in how the CCS handles customer switching during conservation campaigns; and whether the minimum weekly amount of the default compensation scheme should be calculated annually.
