Review of customer compensation scheme and stress test regime

 
 

We have published decision papers on our reviews of the customer compensation scheme (CCS) and the stress test regime.

We completed both decision papers in May 2017 and intended to publish them in mid-June 2017. However, by mid-May the dry winter conditions had become apparent—South Island controlled hydro storage passed the 1 per cent hydro risk curve on 21 May. Given this development, we decided to postpone releasing the decision papers until the dry winter event had ended.

The 2017 dry winter event has not changed the findings of either review and, accordingly, we have kept the decision papers as they were in May 2017. We are currently reviewing the 2017 dry winter event and will consider, in a separate process, any relevant lessons for the CCS and the stress testing regimes that arise out of that review.

Closing date extended for submissions on register content code consultation

 
 

We have extended the closing date for submissions on the register content code consultation to 5 pm on Friday, 6 October 2017.

We have extended the consultation because we have had a request for more time to consider the options proposed in the consultation paper.

Memo regarding participant provided information in the compliance plan

 
 

We have published a memo clarifying how to comply with the requirement to specify the actions and timeframes in compliance plans submitted under clause 16A.13(4) of the Electricity Industry Participation Code 2010 (Code).

Responses to detailed questions about real-time pricing

 
 

We have published our responses to three sets of detailed questions regarding our real-time pricing proposal. The questions were raised by Contact Energy, the Major Electricity Users’ Group (MEUG), and Trustpower. These responses complement our existing frequently asked questions (FAQs) list on this project.

Code amendment: Code Review Programme 2017

 
 

On 5 October 2017 the Code Review Programme 2017 Code amendment will come into force.

The minor amendments are to Parts 1, 2, 3, 4, 6, 7, 8, 9, 10, 11, 12, 12A, 13, 14, 14A, 15, 16A and 17 of the Code.

Operational review of register content codes

We are undertaking an operational review of register content codes to ensure they are fit for purpose for the foreseeable future.

Real-time pricing proposal

We have published a consultation paper for our ‘look-ahead’, dispatch-based, real-time pricing proposal.

Treatment of prudential offsets in the wholesale market

We have published an issues and options paper that identifies a range of development options that, in theory, could better integrate the arrangements for clearing and settling exchange-traded products and other wholesale market transactions.

Wind offer arrangements

We have published a consultation paper for our proposal to amend the Code to improve the offer arrangements for wind generation. The proposed amendment would allow wind generators to offer their generation in up to five price bands, like most other generators.

Data and data exchange for market transactions

We have published a consultation paper on data and data exchanges for market transactions. We want to make sure data and data exchange arrangements continue to promote the competitive, reliable and efficient operation of the electricity industry.
