We are running a hands-on training course for registry users on 21 and 22 June 2017, from 9.30 am to 4 pm, in Auckland. The course is suitable for new registry users and people wanting to gain some knowledge of how the registry works. Attendees will engage in hands-on exercises and role-playing. 

The training course will cover the following:

• the operation of the registry and lifecycle of an ICP, including the registry roles of distributor, trader and MEP
• the operation of the reconciliation manager portal to upload and download files, manage trade notifications, and add/edit changes to NSPs and balancing areas.

We need to set up individual workstations for registry access, so total attendance numbers are limited and may also be limited by organisation.

We are investigating alleged breaches of the Electricity Industry Participation Code 2010 (Code) by Transpower New Zealand Limited as the grid owner and by MainPower New Zealand Limited (Mainpower).

The breaches were alleged after a fault on the MainPower network on 24 March 2016. The Islington–Southbrook 1, Islington–Southbrook 2, Ashley–Southbrook 1 and Southbrook–Waipara 1 circuits tripped, resulting in a loss of supply to the Southbrook and Kaiapoi substations.

We have decided to discontinue the investigation of alleged breaches by Broadspectrum (New Zealand) Limited. The alleged breaches concerned a category 5 metering installation that inaccurately measured raw meter data; the failure to ensure the meter certification was completed by arranging a prevailing load test; and the failure to provide an investigation report to affected participants on the findings of the investigation into the inaccurate metering installation.

We have granted and gazetted four new exemptions:

• Orbus Business Services Limited (exemption No. 252 on our website) is exempted from complying with the obligation in clause 15.38 of the Code to obtain and maintain certification as a reconciliation participant
• Ecosmart New Zealand Limited (exemption No. 253 on our website) is exempted from complying with the obligation in clause 15.38 of the Code to obtain and maintain certification as a reconciliation participant
• Pioneer Energy Limited (exemption No. 254 on our website) is exempted from complying with the obligation in clause 15.38 of the Code to obtain and maintain certification as a reconciliation participant
• Genesis Energy Limited (Genesis) (exemption No. 256 on our website) is exempted from complying with the obligation in clause 15.8 of the Code to provide the reconciliation manager with Genesis’ total monthly quantity of electricity supplied for each half-hourly metered installation control point that has a category 1 or 2 advanced metering infrastructure meter and is reconciled as HHR.

The stress test scenarios that we previously published on our website will apply for the April–June 2017 quarter. There is no change from the previous quarter.

Certain participants in the wholesale electricity market must apply a set of standard stress tests to their market position. Participants must then report the results to their boards and to the NZX, as the independent registrar appointed by the Authority.
