Changes to Authority organisational structure

 
 

Fraser Clark, General Manager of Market Services recently resigned from the Electricity Authority. We wish Fraser all the best in his future endeavours. 

Following Fraser’s resignation, we’ve taken some time to review the Authority’s organisational structure. Our structure has largely been unchanged since we were established in 2010. 

The most substantive change is that the Market Operations team is now reporting to Rory Blundell, General Manager Market Performance, with Rory taking over GM responsibility Fraser had for overseeing market operation service providers. There have been no redundancies or other staff changes as a result of this review.

2016 FTR allocation plan approved

 
 

We have approved the 2016 financial transmission rights (FTR) allocation plan, with an implementation date of 3 November 2016.

We intend to publish a summary of submissions and reasons for this decision on Tuesday, 15 November 2016.

Stress testing reports on EMI

 
 

Under the stress testing regime, disclosing participants in the wholesale electricity market must apply a set of standard stress tests to their market position. A disclosing participant is a grid-connected electricity consumer or a person who buys electricity from the clearing manager. 

Disclosing participants must report the stress test results to their Board and an independent registrar. Since mid-2012, we have received the anonymised stress test results from the registrar and published summary reports each quarter.

We now capture the results in our data warehouse and can, therefore, use EMI to present the results in the following reports:

•    Stress testing – summary
•    Stress testing – dispersion of respondent counts
•    Stress testing – cash flow index 

These new EMI reports supersede the historical reports that we previously published each quarter.

The notes accompanying each report give guidance on how to interpret the reports and understand the terminology.

Settlement approved

 
 

We have approved a settlement between Alpine Energy Limited (Alpine Energy) and the Electricity Authority (Authority). 

An installer of distributed generation (a non-participant) alleged Alpine Energy had breached several clauses in Part 6 of the Electricity Industry Participation Code 2010. 

Under regulation 18(b)(ii) of the Electricity Industry (Enforcement) Regulations 2010, if a breach is alleged by a non-participant, the Authority must stand in for the non-participant as a party to the investigation and any settlement agreement that arises from it.
