Consultation on proposed extended reserve Code amendments

 
 

We have published a consultation paper proposing 12 operational amendments to the Electricity Industry Participation Code 2010 (Code). The amendments are to correct and clarify aspects of the extended reserve regime, and prevent unintended consequences in operating it. 

The extended reserve regime is used during a large and rare system under-frequency event, where all the instantaneous reserve has already responded, and extended reserve blocks of load trip in order to manage the fall in frequency. The extended reserve regime is set out in Part 8 of the Code.

Submissions should be received by 5pm on Tuesday, 4 October 2016.

Second review of Flick’s position on Powerswitch website

 
 

We have completed a second review into Flick’s position on the Powerswitch website. We found two errors in the calculations that convert electricity price forecasts to the annual electricity cost estimate, which could have influenced Flick’s ranking on Powerswitch for some consumers. Consumer New Zealand (which operates Powerswitch) corrected these errors in May 2016.

Electricity Authority/system operator joint development programme

 
 

The Code requires the Electricity Authority and the system operator to agree and publish a joint development programme (JDP) at least annually. Most recently, we have revised the JDP to reflect the new programmes outlined within our 2016/17 work programme.

The current plan has been published on our website.

Draft determination of causer of an under-frequency event on 16 May 2016

 
 

The system operator has made a draft determination on the causer of an under-frequency event on 16 May 2016. The draft determination has been published on the Wholesale Trading and Information System (WITS) and the system operator’s website.

Submissions on the draft determination should be forwarded to the system operator at market.services@transpower.co.nz by 5 pm on Wednesday, 7 September 2016.
