Undesirable Trading Situation (UTS) investigation

 
 

On 16 June 2016, we received a claim of a UTS from Electric Kiwi, a recent entrant to the retail electricity market in New Zealand. The claim relates to electricity spot prices between trading periods 35 and 40 on Thursday, 2 June 2016.

We are in the very early stages of gathering and processing information as part of our investigation of the claim. More information about our expected process and timetable will be provided once the investigation has progressed further.

TPM slides and recordings

 
 

We have published the slides presented at all TPM workshops and the recording from the Auckland workshop.

We expect to publish recordings from the Wellington, Christchurch and Invercargill workshops before the end of this week.

Replacement policy statement

 
 

In February 2016 we published a consultation paper about the system operator’s proposed changes to their policy statement. The policy statement sets out the policies and means by which the system operator will fulfil some of its core functions, like security and dispatch, and important associated policies, like compliance and conflicts of interest.

After consulting on proposed amendments to the policy statement, we have incorporated a replacement policy statement into the Code.

We have summarised the submissions and cross-submission we received and explained the decision to approve the replacement of the policy statement. The documents are available on our website.

Obligations when providing consumption or tariff information under the Code

 
 

On 1 February 2016, we implemented Code amendments that require retailers to provide:

  • consumers, or their authorised agent, with the consumer’s electricity consumption data
  • generally available retail tariff plans to any person on request.

We have been contacted by parties concerned with a number of issues about retailers providing (or not providing) information. We have issued a memo discussing these issues and we recommend that all parties providing or requesting consumption or tariff information become familiar with this memo.

Exemption granted

 
 

We have granted and gazetted a new exemption (application No. 239).

Electrica Limited is exempted from complying with the obligations in clause 15.38 of the Code to obtain and maintain certification as a reconciliation participant. The Gazette notice, including reasons for the approval, is available on our website.
