Code amendment for a shortened gate closure and revision of some bid and offer provisions

 
 

We have decided to amend Parts 1 and 13 of the Electricity Industry Participation Code 2010 to:

  • shorten the gate closure period to 1 hour for all participants currently subjected to a 2 hour gate closure
  • clarify the requirements for persistence-based offers for intermittent generators
  • clarify the provisions related to the revision of offers, bids and reserve offers
  • remove the obligation on the grid owner to report to the Authority whenever grid information is revised after gate closure.

The Code amendment will promote the efficiency and reliability limbs of our statutory objective by improving the flexibility of resources to respond to changing circumstances while maintaining system security.

We have published a paper outlining the reasons for this decision and a summary of the submissions received. Service providers still need to carry out the detailed design of the changes necessary to their market systems.  When this is complete we will be in a position to announce a date for the Code amendment to come into force.

Settlement approved

 
 

We have approved a settlement between Contact Energy Limited (Contact), Meridian Energy Limited and Powershop New Zealand Limited. Contact failed to have all its interim certified metering installations certified by 1 April 2015.

Reminder about participant registration and information update

 
 

We remind participants that it is their responsibility to register with the Authority as a participant and ensure the information they provide for registration is up-to-date. Please check that all information is up-to-date, including contact names and details that may have changed. 

Failure to register or to update information is an offence under section 31 of the Electricity Industry Act 2010.

We also remind participants that registering with the Authority as a participant does not include an approval process and does not mean the Authority approves of the participant. Participants must not state, or imply, that registration by the Authority means the participant is approved by the Authority.

Retail Data Project (RDP) workshop: How to identify parties who request consumption data

 
 

We are holding a workshop for retailers, consumers’ agents and third party providers on Tuesday, 1 December 2015 in Auckland from 9:00am—12:00pm (noon).  

We are holding the workshop in response to participants raising issues about how to identify parties who request consumption data.  

From 1 February 2016, retailers will need to have a process in place that provides consumption data which:  

  • provides a smooth experience for consumers and their agents 
  • meets privacy obligations.

The workshop will allow retailers and agents to discuss these issues from a practical perspective. Is there a general problem in the industry and, if there is, what’s the best way to address it? Is a standard approach the best solution?   

A representative from the Office of the Privacy Commissioner will attend the workshop.

The Electricity Authority and Energy Efficiency and Conservation Authority have released a joint consultation paper on the proposed 2016/17 appropriations and their respective work programmes.

We are proposing a number of changes to the participant audit regime. The consultation paper proposes amendments to the Code, amendments to existing guidelines, and the creation of new guidelines.

We have released a consultation paper, and a supporting companion paper, on the implications of evolving technologies for the pricing of distribution services.
