2016/17 Appropriations, Electricity Authority Work Programme and Energy Efficiency Conservation Authority Work Programme

 
 

The Electricity Authority (Authority) and the Energy Efficiency and Conservation Authority (EECA) have released a joint consultation paper on the proposed 2016/17 appropriations and their respective work programmes.

The paper covers all Authority appropriations and those EECA activities that are funded by the levy on industry participants. 

In addition to appropriations information, the consultation paper seeks input on:

  • the Authority’s proposed work programme for 2016/17
  • EECA’s proposed levy-funded electricity efficiency priorities for 2016/17.

The appropriation consultation period commences on 13 October 2015 and submissions are due by 5 pm, 24 November 2015. Submissions should be sent individually to each of the Authority or EECA, depending on which appropriations and work priorities you are commenting on.

Each organisation will use the results of this consultation process to report to the Minister of Energy and Resources on proposed appropriations for the 2016 Budget.

In addition, the system operator has provided an information paper on its revenue arrangements and a draft capital plan. The paper provides context for the Authority’s electricity industry governance and market operations appropriation proposal for the 2016/17 year. This is an information paper only and we are not seeking feedback on its content.

Removal of frequency keeping in-band constrained on and off compensation decision paper

 
 

We have decided to amend the Electricity Industry Participation Code 2010 (Code) to prevent the system operator from paying a frequency keeping ancillary service agent for either in-band constrained on compensation or in-band constrained off compensation, while providing frequency keeping. The Code amendment promotes the efficiency limb of our statutory objective by increasing the probability that the most efficient providers of frequency keeping are selected in each trading period.  The Code amendment comes into force on 1 May 2016. We have set the commencement date to fit with the clearing manager’s programme of work to implement the change.

We made our decision after considering submissions on a consultation paper; the submissions were published in March 2014.

Urgent variation to the clearing manager's FTR prudential security assessment methodology approved  

 
 

On Thursday 8 October 2015, we approved an urgent variation to the clearing manager’s prudential security assessment methodology for FTRs.  Further details about the variation are available on the clearing manager’s website; the variation expires on Saturday, 9 July 2016.

In accordance with clause 4(7)(b) of Schedule 14.2, we are required to publish a notice of the variation and statement as to why the urgent variation is needed.

Electricity Industry Participation Code Amendment (ICP Switching) 2014 and Electricity Industry Participation Code Amendment (ICP Switching) 2015

 
 

The Electricity Industry Participation Code Amendment (ICP Switching) 2014 and the Electricity Industry Participation Code Amendment (ICP Switching) 2015 came into force on 9 October 2015.

The amendments are to Parts 1, 11, 15, and 17.

Section 90 exemption from Part 3 of the Electricity Industry Act 2010

 
 

Auckland International Airport Limited and Patrick Strange have requested an exemption from sections 75, 77-79, and 88 of the Electricity Industry Act 2010. 

We have published the application for exemption on our website and we request that interested parties comment on the application by 5 pm, Friday 16 October 2015.

Notice of assumption of rights and obligations

 
 

A participant may give notice to the Authority that it will assume all of another participant’s rights and obligations as a purchaser and payer under Parts 8, 13, 14 and 14A of the Electricity Industry Participation Code 2010 (Code). 

Under clause 1.5(4) of the Code, we have approved Hunet Limited’s notice of assumption of the rights and obligations of Prepay Energy Limited.
