Decision to decline Transmission Pricing Methodology (TPM) exemption request

We have declined a request from Vector for an exemption relating to Transpower’s application of clauses 8 to 26 of the TPM. Various components of the North Auckland and Northland (NAaN) grid upgrade project are classified as connection assets under these clauses. The request sought to have those components treated as interconnection assets for a period from 25 May 2013 until the necessary wash-ups are complete.

We have declined Vector’s request because it does not satisfy the requirements in section 11(2) of the Electricity Industry Act 2010 for granting exemptions.

Annual review of the system operator's performance

We have published our annual review of the system operator’s performance for the year ended 31 August 2014. Overall, the conclusion of this review is that the system operator performed well in the review period. The system operator undertook significant steps to improve strategic alignment with the Authority and to continually improve its service. The establishment of the relationship charter during the review period was a very important development between the Authority and the system operator. We acknowledge that the review period was one of significant positive change within the system operator.
