Decision to implement sharing of sustained instantaneous reserve across the HVDC link

We have decided to request that the system operator enable and use a new facility to share sustained instantaneous reserve across the HVDC inter-island link. Enabling and using such a facility would promote our statutory objective by reducing the quantity of sustained instantaneous reserve procured and increasing competition between instantaneous reserve providers in each island.  This initiative is an interim step in the project to implement a national market for instantaneous reserve.

We made our decision after considering submissions on an information paper about sharing sustained instantaneous reserve across the HVDC link, which we published in June 2015.

The system operator will issue a customer advice notice to advise the market of its implementation plans in the next few weeks.

More details about our consideration of submissions and our decision are available on our website.

New dashboard released on EMI

We’ve released a new dashboard for installed distributed generation. This is our first dashboard with parameters. Users can now change selected settings for all reports in the dashboard, making it easier to quickly draw insights from EMI. The information in these reports is populated in the registry by distributors. Selecting “Network participant” in the region type parameter lets users view information for each distributor.

We remind distributors of their Code obligations to populate the registry with accurate distributed generation information within the timeframes set out in the Code.  The information includes the nameplate capacity and fuel type of the generator (clause 7(1)(o) of Schedule 11.1), and a unique loss category code for generators with capacity of 10 MW or more (clause 7(1)(f) of Schedule 11.1).

Two dashboard examples are:

Stress test scenarios unchanged for the October-December quarter of 2015

The stress test scenarios previously published on our website will apply for the October-December 2015 quarter. There is no change from the previous quarter.

The stress-testing regime requires certain participants in the wholesale electricity market to apply a set of standard stress tests to their market position, and report the results to their Board and to the NZX as the independent registrar appointed by the Authority.

Questions about the stress tests can be directed to info@ea.govt.nz. Please include 'stress test' in the subject line.
