Project update: Efficient procurement of extended reserve

 
 

We are working with the extended reserve manager (NZX) and the system operator on a joint plan to develop and implement the new extended reserve arrangements. This follows extensive industry engagement and an amendment to the Electricity Industry Participation Code 2010 (Code) in June 2014.

Efficient procurement of extended reserve will enhance the reliability and resilience of the electricity system in the event of a large loss of supply. 

As part of this project, we will seek engagement from industry stakeholders in two stages:

  1. We will hold a series of workshops with potential North Island-based providers of extended reserve. At the workshops we will explain the joint plan, discuss data requirements, test an example procurement schedule and gather feedback on draft materials. Information from the workshops will help us to prepare for formal consultations to be held in 2016. 

    Details about the first workshop, expected to be held in September 2015, will be advised in an upcoming edition of Market Brief.
  2. We will consult with the wider industry in May 2016. We will consult simultaneously on the draft technical requirements schedule (TRS), the draft selection methodology (SM), and an example procurement schedule. 

We expect to publish the TRS, SM and procurement schedule in September 2016 before beginning a formal process to develop the draft procurement schedule.
