2015/16 Appropriations, Authority Work Programme and EECA Work Programme

 
 
The Electricity Authority (Authority) and Energy Efficiency and Conservation Authority (EECA) will release a joint consultation paper tomorrow (29 October) on the proposed 2015/16 appropriations and their respective work programmes.

The paper covers all Authority appropriations and those EECA activities that are funded by the levy on industry participants. 

In addition to appropriations information, the consultation paper seeks input on:
  • the Authority’s proposed work programme for 2015/16
  • EECA’s proposed levy-funded electricity efficiency priorities for 2015/16.

The appropriation consultation period commences on 29 October and submissions are due by 5 pm, 12 December 2014. Submissions should be sent individually to the Authority or EECA depending on which appropriations and work priorities you are commenting on.

Each organisation will use the results of this consultation process to report to the Minister of Energy and Resources on proposed appropriations for the 2015 Budget.

The consultation paper will be available on the Authority's website from tomorrow.

New report released on the Authority’s EMI website: Metering snapshot

 
 

The Authority’s Electricity Market Information (EMI) website (www.emi.ea.govt.nz) provides access to data, market performance metrics, and analytical tools. A new report is now available to support monitoring of, and reporting on, the metering market. This report allows users to investigate meter types and categories by various entities (metering equipment providers and retailers), market segments and regions. Such information can help facilitate efficient decision-making by participants or potential market entrants. For example, a retailer able to exploit advanced metering technology might investigate entering the market or offering a new product. As with other retail reports, the Authority releases each month’s statistics after the 10th business day of the following month.

Like all reports on EMI, users can adjust the parameters to customise the report and investigate the data. The data is also available for download. To illustrate how users can explore the metering snapshot report by changing parameters, three examples are provided at the following links:

Rental calculations for Financial Transmission Rights (FTRs)     

 
 

The Market Performance team recently conducted an enquiry into some discrepancies it had observed in the way the FTR manager was calculating FTR rentals. The FTR manger also investigated and agreed with the results of the Authority’s enquiry. Consequently the FTR manager has initiated two change requests to correct the discrepancies. The impact of the discrepancies was potentially substantive, although to date the actual discrepancies in the calculation of FTR rentals have been immaterial.

Reminder about certification period for reconciliation participants

 
 

The Authority has issued a memo to all certified reconciliation participants, reminding them that the Authority may certify reconciliation participants for periods of less than 12 months.

The memo also sets out the reasons why the Authority would certify a reconciliation participant for less than 12 months and describes what a participant can do to help the Authority make better informed decisions on the duration for which it will certify the participant.
