Minister requests section 18 review into Auckland power outage

 
 
The Minister has requested the Electricity Authority begin a section 18 review into the Auckland power outage that occurred on Sunday 5 October.

Transmission pricing methodology (TPM) update

 
 

The Authority has decided to publish a TPM options working paper rather than a residual charges working paper. The TPM options working paper will discuss options for the combination of charges (including residual charges) that could be proposed in the second issues paper. The TPM options working paper, along with earlier working papers and submissions, will be a key input into the second issues paper.  As shown in the Authority’s work programme the second issues paper will be released by 30 June 2015.

Financial transmission rights (FTR) manager’s consultation on amendment to the 2014 FTR allocation plan

 
 

The FTR manager is consulting on a proposed amendment to the FTR allocation plan. The amendment is to address the introduction of the Financial Markets Conduct Act 2013 (FMCA). The FMCA replaces the current legislative regime for transacting in financial products and applies to FTRs. The changes under the FMCA come into effect from 1 December 2014.

The FTR manager is seeking industry feedback on proposed changes to the FTR allocation plan. Feedback should be submitted to the FTR manager by 5pm on 7 November 2014.

vSPD updated and audited

 
 

The Authority’s vectorised scheduling, pricing and dispatch (vSPD) model has had several updates over the past year following changes to the Electricity Industry Participation Code 2010 (Code).

Changes to the model since the last audit in March 2013 include the introduction of:

  • Scarcity pricing on 1 June 2013
  • Dispatchable demand on 15 May 2014
  • Functionality to enable vSPD to be used to calculate FTR rentals in accordance with Schedule 14.6 of the Code.

The most recent certificate of compliance issued by the independent auditors, as well as a zip file containing the updated and audited vSPD v1.4, are available from the vSPD page on EMI.
