Appointment of investigators for five investigations

 
 

The Authority has appointed investigators to investigate breaches of the Code by Transpower New Zealand Limited as the grid owner (two investigations), Vector Limited, Meridian Energy Limited and TrustPower Limited.

Settlement reached: Breach alleged of Contact Energy Limited (Contact)

 
 

On 12 November 2013, Contact failed to comply with dispatch instructions for energy, fast instantaneous reserves and sustained instantaneous reserves during an under-frequency event. Contact’s speed governors did not respond as expected due to unapproved changes made by Contact’s supplier to its governors’ settings. The following settlement agreement was reached between Contact and Transpower New Zealand Limited as the system operator.

Authority-commissioned technical reports now available at the system operator’s website 

 
 

The system operator has published four reports on its website.  

These reports are:

  • Wind Generation and the Effect on the Inertia of New Zealand's Power System
  • Investigation into Over Frequency Reserve Arrangements
  • Investigation into the Over Provision of Interruptible Load
  • Wind Reserves Offering into the Market.

2013/14 Work Programme Report 

 
 

The Authority has published its final report against its 2013/14 work programme. The report covers the financial year from 1 July 2013 to 30 June 2014.

The work programme report provides information about all key market development, implementation, monitoring, information, education, and compliance projects.

The Authority has recently published its 2014/15 work programme, which is also available at the link above.

The Authority is also in the process of finalising its Annual Report to Parliament. The Annual Report is currently being audited and will be published in late September.

New exemptions granted and gazetted

 
 

The Authority has granted and gazetted nine new exemptions, listed below.

  • AccuCal Limited for an exemption (No. 202) from complying with the obligation in clause 4(2)(a) of Schedule 10.7 of the Code.
  • Contact Energy Limited for an exemption (No. 203) from complying with the obligation in clause 10.24(c) of the Code.
  • Orion New Zealand Limited for an exemption (No. 204) from complying with the obligation in clause 25(1)(a) of Schedule 11.1 of the Code and all obligations on distributors in respect of distributors’ network supply points within the Code.
  • New Zealand Steel Limited for an exemption (No. 206) from complying with the obligation in clause 10.24(c) of the Code.
  • AccuCal Limited for an exemption (No. 207) from complying with the obligation in clause 4(2)(a) of Schedule 10.7 of the Code.
  • Delta Utility Services Limited for an exemption (No. 208) from complying with the obligations in clauses 11(3)(a), 11(3)(c), 11(4)(a), 11(4)(c), 11(4)(d) and 11(5) of Schedule 10.7 of the Code.
  • VirCom Energy Management Services Limited for an exemption (No. 209) from complying with the obligations in clauses 11(3)(a), 11(3)(c), 11(4)(a), 11(4)(c), 11(4)(d) and 11(5) of Schedule 10.7 of the Code.
  • Datacol NZ Limited for an exemption (No. 210) from complying with the obligations in clauses 11(3)(a), 11(3)(c), 11(4)(a), 11(4)(c), 11(4)(d) and 11(5) of Schedule 10.7 of the Code.
  • Wells Instrument and Electrical Services Limited for an exemption (No. 211) from complying with the obligations in clauses 11(3)(a), 11(3)(c), 11(4)(a), 11(4)(c), 11(4)(d) and 11(5) of Schedule 10.7 of the Code.

The Authority has published the full Gazette notices, which include reasons for granting each exemption, on the exemptions page of its website. The exemptions came into force on 29 August 2014, except for exemptions 206 and 207 which came into force on 1 September 2014 and exemption 204 which comes into force on 2 September 2014.
